Job Overview
Swale and Maidstone Borough Council is seeking an experienced Parking Services Analyst to support the Parking Services partnership.
This role will focus on identifying new and emerging technologies within the parking industry, analysing a wide range of service data and leading projects that improve business efficiency, commercial opportunities and service sustainability.
The successful candidate will deliver data analysis, business case development and project planning across areas including pay and display activity, on-street parking, civil parking enforcement, bailiff recovery and service contracts.
This is a strong analyst role first, with project management skills as an important secondary requirement.

This role requires strong data analysis experience, including reporting, business case writing and the ability to manage multiple projects.
Parking services experience is ideal but not essential.
You must have strong Power BI, reporting and analytical skills, and be able to turn data into clear recommendations and service improvements.
Candidates without relevant analyst experience are unlikely to be considered.
Key Responsibilities
- Analyse a wide range of parking and service data across the partnership
- Identify business trends, risks, projected outcomes and recommended interventions
- Prepare and present detailed reports and business cases
- Support service development and efficiency improvements
- Monitor changes in parking industry legislation and assess service impact
- Define project scope in collaboration with the Parking Services Manager
- Create detailed project plans, schedules and delivery milestones
- Execute projects through planning, implementation and evaluation
- Maintain project records and ensure information is documented securely
- Monitor progress, update stakeholders and adjust delivery plans where needed
- Ensure project outcomes are delivered on time, within budget and to the required quality
- Support the Parking Services Manager and deputise where required
Essential Experience & Skills
- Strong data analysis skills across multiple data sets
- Experience writing clear, concise reports and business cases
- Strong organisational, planning and time management skills
- Ability to manage multiple assignments simultaneously
- Excellent communication skills
- Strong attention to detail
- Strong logical thinking and problem-solving skills
- Proficient in Microsoft Office, including Word, Excel, Access and Outlook
- Proficient in Microsoft Power BI
- Proven experience within a Parking Services environment and good understanding of related parking legislation
- Ability to support project delivery and service improvement activity
Desirable
- Degree level qualification or equivalent
- Project management qualification or equivalent
- Knowledge of both theoretical and practical aspects of project management
Reporting To
Parking Services Manager
Additional Information
This role is primarily work from home, but the successful candidate will be expected to attend the office for at least 2 days per week during the first 2 weeks and thereafter attend meetings when requested.
Interviews will be held virtually via Microsoft Teams.
There is 1 interview stage and no testing.
