The Project aims to modernize the hosting and delivery of two existing on-premises intranet systems by migrating them to a cloud environment. This may involve migrating the existing systems as-is to GCC+, or replacing them with a suitable COTS solution or bespoke application hosted in GCC+, depending on suitability, business requirements, and system readiness.

The Project encompasses vendor-managed technical delivery and internal coordination led by the successful candidate, who will be responsible for project management, stakeholder engagement, vendor oversight, and ensuring alignment with IT governance, compliance, and strategic objectives.

Job Responsibilities: 

Project Management & Delivery Oversight

  • Manage and deliver the project within the approved budget and timeline.
  • Coordinate project planning activities, including schedule tracking, milestone monitoring, and issue escalation.
  • Facilitate regular project status meetings, risk reviews, issue reviews, and escalation of blockers where necessary.
  • Ensure change management procedures are followed, including the handling of change requests and participation in Architecture Review Forum (ARF), CAB (Change Advisory Board) meetings.
  • Oversee migration planning, including scheduling of cutover windows, user communication, and test activities.
  • Take overall charge of the successful migration of the two existing on-premises intranet systems to the newly provisioned GCC+ environment.
  • Monitor vendor performance to ensure adherence to the agreed scope, quality standards, and delivery timelines.
  • Support knowledge transfer and handover activities to ITD team post-migration.

Governance, Compliance & Stakeholder Coordination

  • Coordinate with relevant stakeholders to secure necessary approvals in areas such as system architecture, enterprise security, and IM8 compliance.
  • Facilitate alignment with internal IT governance processes, including architecture review boards and security risk assessments.
  • Ensure that all required documentation is delivered by the vendor, including architecture diagrams, operational SOPs, playbooks, and support procedures.

Testing, Data Verification & Quality Assurance

  • Oversee User Acceptance Testing (UAT) planning and coordination, ensuring active participation from business stakeholders.
  • Collate UAT feedback, track defect resolution, and verify completion before sign-off.
  • Coordinate data verification efforts post-migration to ensure completeness, accuracy, and integrity of content and metadata.
  • Work with business stakeholders to define data verification criteria and organize structured validation exercises.

Product Discovery & Requirements Management 

  • Lead the product discovery phase in collaboration with internal stakeholders to define user needs, business goals, and current intranet pain points.
  • Facilitate user research activities (e.g., interviews, workshops, feedback sessions) to understand content needs, user journeys, and functional expectations.
  • Coordinate the gathering, analysis, and prioritization of product requirements to guide the evaluation and delivery of either a COTS or bespoke intranet solution.
  • Define and maintain a product backlog of prioritized features, enhancements, and technical requirements aligned with enterprise IT strategy.

Solution Design & Product Delivery Oversight 

  • Participate in solution design reviews and contribute to fit-gap analyses from a product perspective to ensure alignment with business value and user needs.
  • Work with the vendor to ensure the proposed solution aligns with the product vision, including considerations for usability, scalability, and maintainability.
  • Support the development of user personas, use cases, and acceptance criteria to guide design decisions and implementation readiness.
  • Monitor vendor progress against product roadmap milestones and ensure timely delivery of an MVP (Minimum Viable Product) or full-feature solution as scoped.
