Basic Function :

Provide excellent field cost estimation services, including preliminary cost estimation preparation and analysis, data updating, final cost estimation, and detail master list requirements, for all jobsite areas, in order to ensure the achievement of the customer's needs and requirements within the budget and time frame according to Company's policies and procedures.

Job Responsibility :

  1. Develop accurate detail cost re-estimation based on complete drawing, MTO and Project Engineer's input, in order to provide accurate information on the project cost.
  2. Provide assistance to Project Engineer (PE) in developing re-cost estimation, in order to provide reference of the project cost.
  3. Review, analyze and recalculate every cost estimation prepared by NOLA and office estimator by reconsidering all aspects of engineering drawing, specification and standards, work method, and any other supporting information using WinEst Software, in order to ensure the accuracy of cost estimation.
  4. Periodically giving update data of labor, material and equipment unit cost rates, in order to provide the most appropriate realistic cost estimation.
  5. Evaluate and analyze bid tender and provide appropriate and technically accountable cost re-estimation recommendation, in order to provide information for management in determining the most appropriate decision.
  6. Monitor approved AFE cost estimation and its execution, in order to ensure the achievement of AFE objectives within the allocated resources.
  7. Maintain good filing system for all cost estimation data for each project, in order to maintain and provide information in the future as needed.
  8. Prepare Estimate for Work Order and submitted to construction and client to justify the work order is truly operating expenses and meet AFE policy criteria of capital spending, by doing the cost estimate for each WO received and evaluate work type.
  9. Prepare variance analysis of AFE budget approved and AFE budget forecast and communicate with Project Engineer, Construction, Cost Control, Scheduler and Client to get the same perception in project scope and cost.
  10. Prepare changes request cost estimate and communicate with QA/QC, Field Engineering, Construction and cost control for further review and approval prior to commencing the works requested.

The key challenges in this position include:

  • To describe a design concept becomes a complete description which include and consider all aspects in reality. This accountability requires in-depth and broad knowledge in multi discipline engineering and strong analytical skill.
  • To develop accurate cost estimation with very minimum information. This accountability requires in-depth and broad knowledge in project engineering and material, and strong analytical skill.
  • To develop accurate cost estimation with the tight time frame prior construction commencing the work, in order to provide the accurate and most update construction performance baseline on man hour and schedule.
  • To develop accurate cost estimation for Field Changes Request and Work Order from the limited data, such as photo and sketch from the field.
  • Field review to accommodate the actual field condition within the cost re-estimate.

The background, education, and work experience needed to succeed in this job are:

Minimum Education and Experience :

  • Minimum education is a bachelors degree in civil engineer.
  • Minimum 10 years a estimator or scheduler experience in underground construction projects.
  • Advance working with MS Excel, MS Power Point and Primavera P6
  • Able to read and understand the construction drawing and material take off
  • Able to work in a team and have effective communication skills.
  • Have values of safety, integrity, commitment, respect and excellent.
  • Competence is fulfilled by fulfilling safety training, safety certificate, POP.
  • Able to organize sub coordinate in a team and other resources for executing several projects.
  • Able to coordinate with all project stakeholders.
