An API Development Specialists designs, builds, and maintains Application Programming Interfaces (APIs) that allow software systems to communicate with each other. These professionals play a critical role in enabling integrations between applications, services, and platforms in a secure and scalable manner.
Key responsibilities
A. Knowledge Acquisition
- Review the current development landscape, tooling and infrastructure used to develop, maintain and operate APIs, as documented by the Agency, to enable a comprehensive understanding of the as-is environment.
- Acquire a thorough understanding of the as-is detailed API development processes for the API Gateway, by reviewing the APIs in production, developer documentation, DevOps build-deployment-automation tools and pipelines, code quality tools and code repositories. An understanding of the monitoring and measurement of API performance and capacity, and associated performance and capacity planning tools will also be required, obtained by reviewing the current modelling, reporting and data gathering tools.
- Acquire an understanding of API use cases, data models, schemas, security controls, interactions, compositions, orchestrations and other facets of the Agencys APIs in production use.
- Test and quality assure the current API development processes for the API Gateway by developing and deploying a new API leveraging the documentation, tools and processes. Upon completion, deliver written recommendations to address any gaps and deficiencies in the processes or tools.
B. Development Operating Model and Practices
- Leveraging the tenderers substantial past performance, experience and proven methodologies, advise the Agency in relation to its ongoing efforts to establish an operating model and processes to support the partial in-sourcing of API development including for design, development, testing, deployment, operation, maintenance and improvement.
- Advise on contemporary practices, structures and methods for the governance and management competencies required for the end-to-end API design, development and operate lifecycle.
- Continually analyse development practices and implement efficiencies and improvements to the software development lifecycle.
C. Requirements Development
- Collaborate with business analysts, product owners, and technical teams to capture and translate business requirements into integration and API specifications.
- Communicate complex business and technical concepts clearly to non-technical stakeholders when required.
- Identify and recommend improvements to the way in which requirements are elicited, documented and translated to functional specifications.
D. Integration and API Design and Development
- Undertake a range of API transition, development and maintenance activities, working with Agency Service Providers to progressively, and in accordance with the approved plan, transition the development and maintenance of selected APIs from outsourced responsibility to the Agencys, or its nominated Providers responsibility.
- Design and define integration patterns (e.g. REST, SOAP, messaging, event-driven) based on business and technical requirements.
- Lead end-to-end design and development of integrated API solutions using the Agencys tools and platforms complying with Agency, Government and Health Industry standards.
- Develop and deploy secure, robust APIs and orchestrations to agreed specifications across API gateways, cloud services, backend services and external organisations.
- Ensure high availability, fault tolerance and monitoring are incorporated into all integration solutions.
- Ensure compliance with security, data privacy, and regulatory requirements in all integration designs.
- Operate confidently across the Agencys diverse range of systems and infrastructure layers.
- Support the transition of APIs and workloads between infrastructure environments and Providers.
- Contribute to the development and enforcement of integration governance models, API versioning, and documentation standards.
E. Leading, Advising and Educating
- Act as a technical leader and evangelist for API development and integration initiatives in the context of the Agencys API delivery platforms and capabilities.
- Lead, educate and train Agency and Service Provider practitioners in practical API development processes through hands-on skills transfer, knowledge sharing, development shadowing, process walk-throughs and ad-hoc advisory.
- Work with Business and IT stakeholders, advising on improvements in the way requirements are best developed, handed off and iterated across divisional boundaries.
- Contribute to the enterprise integration strategy and roadmaps in partnership with Solution Architects, Enterprise Architects and Business.
- Provide advice and guidance to enhance the linkages between Development, Security and Operations in a DevSecOps environment, leading to end-to-end service improvements in monitoring, measurement, reporting, performance management, capacity management and solution security.
- Mentor junior developers and integration engineers, providing guidance on technical solutions and best practices.
Minimum Requirements
- Baseline Clearance or Australian Citizens willing to obtain Baseline
- Minimum of 7+ years of experience in software development or systems integration.

Strong background in API design, API architecture, and microservices.
- In-depth knowledge of REST, GraphQL, OAuth 2.0, and API security best practices.
Experience with API gateways (e.g., Apigee, Kong, AWS API Gateway)
- Proven record in leading teams or projects related to API platforms or enterprise integrations.
