The Opportunity
FuntoNetwork is seeking a Business Analyst - Housing Programs for an active RFP opportunity: PHFA 2026-04-OPS-IT-02 - Housing Program Management Software.
PHFA is seeking a housing program management platform that supports LIHTC application intake, multi-family asset management, NSPIRE inspections, grant program management, compliance monitoring, reporting, and workflow automation.
Core Responsibilities
- Gather and document workflows for LIHTC, asset management, inspections, grant management, compliance, and reporting.
- Review the RFP scope, source posting, supporting documents, deadline, and client requirements.
- Coordinate with FuntoNetwork and related consultants to support a complete, professional response.
- Prepare documentation, analysis, recommendations, deliverables, or technical inputs related to this role.
- Communicate clearly with technical and non-technical stakeholders as needed.
- Support quality control, status updates, and final submission readiness.
- Map current-state workflows: Document users, systems, decisions, handoffs, business rules, pain points, and exceptions for PHFA 2026-04-OPS-IT-02 - Housing Program Management Software .
- Design future-state workflows: Define improved processes, roles, automation points, controls, and exception handling.
- Elicit functional requirements: Run stakeholder sessions and capture prioritized functional, reporting, integration, and usability needs for Pennsylvania Housing Finance Agency.
- Specify nonfunctional requirements: Document performance, availability, accessibility, privacy, security, retention, and support expectations.
- Build requirements traceability: Link each requirement to its source, design element, test case, owner, and acceptance result.
- Manage requirements acceptance: Resolve gaps, maintain decisions and change history, and obtain stakeholder approval of the baseline.
What You Bring
- Relevant experience for this RFP-based role.
- Strong written communication, documentation, and stakeholder coordination skills.
- Ability to work against proposal deadlines and client requirements.
- Experience supporting public-sector, enterprise, or consulting projects is preferred.
- Attention to detail and ability to follow structured submission requirements.
Earnings, Payments, and Tax Records
Consultants will be able to track project earnings, payment status, and tax records inside the FuntoNetwork mobile app.
Approved payments for this RFP opportunity will be processed through the app, and consultants will be able to request withdrawals from their available balance directly inside the app.
The app will also provide access to relevant payment history and tax-related records for consultant tracking and reporting.
