About the Client

Our client is the Embassy of the Kingdom of the Netherlands - Khartoum, representing Dutch diplomatic, development, and economic interests in Sudan.

The Embassy plays a critical role in advancing priorities around peace and stability, democratic transition, human rights, migration, private sector development, and humanitarian assistance. Through strategic partnerships with government institutions, civil society, international organizations (including the UN), and the private sector, the Embassy contributes to sustainable development and inclusive growth in Sudan.

Due to the ongoing conflict, operations are currently managed from Nairobi and The Hague, with a long-term objective of returning to Sudan when conditions allow.

About the Role

The Embassy of the Kingdom of the Netherlands - Khartoum seeking a highly analytical and proactive Policy Officer – Politics & Economics to support the Embassy's Sudan portfolio.

This position serves as a key political and economic advisor, providing strategic insights and policy guidance aligned with the Multi-Annual Country Strategy (MACS) and annual plans.

The role involves close daily interaction with senior diplomatic leadership and collaboration with international stakeholders.

Key Responsibilities:

Policy Analysis & Advisory

  • Provide timely and strategic analysis on Sudan's political, economic, and societal developments
  • Identify trends and advise on key issues including conflict dynamics, human rights, democratic transition, migration, and private sector development
  • Translate complex developments into actionable policy recommendations

Stakeholder Engagement & Networking

  • Build and maintain a high-level network across Sudanese political actors, civil society, media, and private sector
  • Support engagement between Embassy leadership and key stakeholders
  • Maintain technical-level relationships with Sudanese authorities

Programme & Project Management

  • Initiate and manage development programmes in democracy, accountability, and free press
  • Oversee project cycles, including administrative and financial tracking
  • Advise on programmes such as Orange Corners supporting young entrepreneurs

Reporting & Communication

  • Monitor and analyse Arabic media sources and provide structured reporting
  • Contribute to communications highlighting Dutch engagement in Sudan
  • Prepare high-level visits and missions across the region (Sudan, Addis Ababa, Cairo, etc.)

  • Strong and effective stakeholder network enhancing diplomatic engagement
  • Consistent and insightful reporting on Sudanese media and developments
  • Strategic input supporting programme effectiveness and private sector engagement

Working Environment:

Due to the ongoing conflict in Sudan, Embassy operations are currently based in Nairobi and The Hague. The role requires flexibility, including:

  • Potential travel to Sudan when conditions permit
  • Collaboration across geographically dispersed teams
  • Engagement with international partners including UN agencies and diplomatic missions

Candidate Profile:

Education & Experience

  • University degree in Political Science, Economics, International Relations, or related field
  • Minimum 5 years' relevant experience

Knowledge & Expertise:

  • Strong understanding of Sudan's political, economic, and social dynamics
  • Familiarity with Sudanese legislation and governance structures
  • Interest in private sector development is an added advantage

Skills:

  • Excellent analytical and strategic thinking skills
  • Strong written and verbal communication in English and Arabic (mandatory)
  • Ability to translate complex insights into clear policy advice
  • Strong organizational and project management skills

Additional Requirements:

  • Fluent in Arabic (reading and writing – native level)
