Job Summary:

The HR Manager will be responsible for working with management to ensure an effective recruitment service from

workforce planning through the life cycle to employee engagement in line with the Recruitment Policy and Procedure.

The manager will oversee the recruiting, interviewing, and hiring of new staff; consult with top executives on strategic

planning; and serve as a link between an organization's management and its employees.

Overview:

To proactively and professionally support all aspects of the HR function in delivering an effective and pragmatic service to the Angola operation.

To develop good relationships working with HR, Country Manager, Business Line and Department Managers on employee reward, development and succession planning, employee relations, performance management, change, redundancy, workforce planning and recruitment to ensure that the business needs and employees are fully and professionally supported To be able to credibly and professionally influence across the business in order to minimize risk and maximize opportunities in a cost efficient manner.

Financial:

Proactive thinking on the implications of costs and how the business and department can be more efficient

across all activity areas.

Limits as per Delegation of Authority

Critical Contacts and Relationships:

Internal: HR department, business line managers, all employees, QHSE, functional heads, finance, payroll, supply chain, corporate communications.

External: Medical providers, clients, finance broker, Immigration agencies, lawyers, insurers, benefits providers, local government, eg. MIREMPET, colleges and universities.

Ensure that all Groups quality and operational procedures are adhered to at all times. Maintain and embrace ownership of departmental policies and procedures

Responsibilities:

Responsible for working with management to ensure an effective recruitment service from workforce planning.

through the life cycle to employee engagement in line with the Recruitment Policy and Procedure.

Develop, report and strive to improve Personal Development Plan (PDP) reporting and performance across HR team deliverables.

Responsible for the day-to-day supervision, allocation of tasks, direction and development in relation to the HR Assistant.

To ensure the accurate and timely completion and submission of monthly payroll.

To review all contractual documents, handbooks and policies and procedures to ensure legal compliance, best practices and to support in employee retention.

Participate in annual benefits and salary review process liaising with relevant parties in line with process, budgets, and market data collation.

Responsible for working closely with operations, finance and mobility on secondments to ensure tax implications are recognized, communicated and taken care of to minimize any risks.

Responsible for having regular meetings with assigned areas of the business to understand HR issues and provide proactive and professional advice and support through the whole HR life cycle.

Participate in interviews where appropriate to support Line Managers in providing a robust recruitment process which must be focused on selecting the right resources for the business in the most cost-efficient way

Provide advice and participate in disciplinary and grievance cases in accordance with processes and prevailing legislation

Responsible for managing any employment claims effectively ensuring that risks are highlighted in advance

Work with learning and development and the line managers to ensure that succession planning, career path, training and development activities are managed appropriately in the business to minimize exposure and maximize cost efficiency.

Contribute and support in the areas of Graduate and/or Apprentice recruitment and development.

Provide advice, guidance and support consultations in the area of employee benefits and be an influential part of any merger or acquisition activity across Angola.

Ensure that the HR database and organization charts are being accurately maintained by the HR Assistant in real time.

Participate in bids and proposal submissions and participate in kick off meetings for new contracts where required.

Attend recruitment or networking events where appropriate

Review data from exit interviews and work with business on themes and possible areas for improvement

Ensure employment registration contract and employees annual nominal registration within MAPTSS and

Certification is done timeously

Provide Managers with good advice on training plan for the team in line with MIREMPET framework agreement.

Prepare Annual HR development & Recruitment Plan, provide annual execution report as per MIREMPE requirements.

Ability to manage direct reports

Preferred:

HR Degree

Workforce planning and forecasting experience

Ability to adapt and be involved with wider HR team activities if required

Behaviors and Personal Qualities

Language: fluent English; other languages are advantageous.
