We are currently recruiting, on behalf of our client, an experienced Health, Safety and Environment (HSE) Officer to support operational excellence and ensure compliance with health, safety, environmental, and regulatory standards in Angola.
Position Summary
The HSE Officer will be responsible for implementing, monitoring, and continuously improving Health, Safety, and Environmental (HSE) management systems to ensure a safe and compliant working environment. The successful candidate will promote a strong safety culture, conduct inspections and audits, investigate incidents, and provide guidance to employees and contractors in accordance with company policies and applicable legislation.
Key Responsibilities
- Implement and maintain Health, Safety, and Environmental policies, procedures, and standards.
- Conduct routine workplace inspections, audits, and risk assessments.
- Identify workplace hazards and recommend appropriate corrective and preventive actions.
- Ensure compliance with local legislation, client requirements, and international HSE standards.
- Deliver HSE inductions, toolbox talks, and safety awareness training.
- Monitor the proper use of Personal Protective Equipment (PPE).
- Investigate incidents, accidents, and near misses, and prepare detailed investigation reports.
- Develop and monitor corrective action plans arising from audits and incident investigations.
- Monitor environmental performance and ensure compliance with environmental regulations.
- Support emergency preparedness activities, including drills and emergency response planning.
- Maintain HSE records, statistics, and monthly performance reports.
- Promote continuous improvement initiatives and a proactive safety culture.
- Liaise with regulatory authorities, clients, contractors, and internal stakeholders on HSE matters.
Minimum Requirements
- Bachelor's Degree or National Diploma in Occupational Health and Safety, Environmental Management, Engineering, or a related discipline.
- Minimum 5 years of HSE experience within the Oil & Gas, Construction, Mining, Manufacturing, or Industrial sectors.
- Strong knowledge of occupational health and safety legislation and industry best practices.
- Experience conducting HSE audits, inspections, and incident investigations.
- Experience developing risk assessments and safe work procedures.
- Excellent communication, leadership, and interpersonal skills.
- Strong analytical and problem-solving abilities.
- Ability to work independently and within multidisciplinary teams.
- Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook).
Professional Certifications (Preferred)
Candidates holding one or more of the following certifications will have a distinct advantage:
