Qualifications & Certifications
- Education: Bachelors degree in Engineering, Construction Management, or a related field from a recognized Chinese university or an equivalent international institution. A masters degree is preferred.
- Certification: Professional certifications such as Project Management Professional (PMP), Certified Cost Professional (CCP), or equivalent are highly desirable.
Experience
- Minimum 10 years of experience in project controls, planning, and cost management within the EPC industry, with a strong focus on oil and gas projects.
Skill / Attributes / Competencies
- Technical Skills: Proficient in project management software and tools such as Primavera P6, Microsoft Project, and cost control systems. Familiarity with SAP or similar ERP systems is an advantage.
- Knowledge: In-depth understanding of project management principles, cost control methodologies, and scheduling techniques. Knowledge of industry standards and regulations specific to oil and gas projects in China.
- Communication: Excellent verbal and written communication skills, with proficiency in both English and Chinese (written and spoken), and the ability to effectively interact with project teams, clients, and senior management.
- Analytical Skills: Strong analytical and problem-solving skills, with the ability to assess project performance and implement corrective actions.
- Leadership: Proven leadership abilities, with experience in managing and mentoring a team of project controls professionals.
Responsibilities and Other Skills
- Project Planning: Develop and maintain comprehensive project schedules, ensuring alignment with project milestones and client requirements.
- Cost Control: Monitor project budgets, track expenditures, and implement cost control measures to ensure projects remain within budget.
- Performance Measurement: Establish and maintain key performance indicators (KPIs) to monitor project progress and performance.
- Risk Management: Identify potential risks and develop mitigation strategies to minimize impact on project timelines and budgets.
- Reporting: Prepare regular project status reports, including schedule updates, budget summaries, and performance metrics, for internal and external stakeholders.
- Stakeholder Communication: Facilitate effective communication between project teams, clients, and senior management, ensuring transparency and timely updates.
- Resource Allocation: Manage project resources, including personnel, equipment, and materials, to optimize efficiency and productivity.
- Change Management: Oversee change management processes, ensuring that any modifications to project scope, schedule, or budget are properly documented and approved.
- Continuous Improvement: Implement best practices and continuous improvement initiatives to enhance project controls processes and methodologies.
