Expediting & Inspection Specialist

Location: Nantong Office (China)

Reporting To: Offshore Project Procurement Manager

Education

  • Higher Technical Education (Mechanical or E&I engineering degree is preferable)

Experience

  • Minimum of 10 years of experience in expediting & inspection management in an EPC contractor or within a Third-Party Inspection Company (TPI), with a strong focus on chemical, petrochemical projects.

Skill / Attributes / Competencies

  • Knowledge of goods manufacturing and fabrication process.
  • Self-motivated and self-organized person
  • ISO 9001 internal/external auditor certificate is a plus
  • NACWP (NAKS) certificate not less than III-rd level, AWS CW Eng./CWI/CWS/CRI certification, EN ISO 3834 IWE/IWT/IWS or CSWIP certification is a must (doesn't matter, valid or not)
  • Other NDE certification UT/RT/DR/PT/MT/ED/LT/AT/TT is a plus
  • Knowledge of Russian and International norms and standards in a sphere of production of different typology of equipment (rotating, static, electrical & instrumental etc.);

Responsibilities and Other Skills

  • Inspection & Expediting Coordinator is responsible for controlling / overseeing all inspections and expediting activities dedicated to a project such as but not limited to:
    • Vendor quality survey (audit)
    • Project Inspection Status control;
    • Coordination with the corporate head of Inspection and Expediting of the company, the Project Procurement Managers, Project Managers on the activities pertaining to shop inspections and testing activities;
    • Reviewing Inspections Test Plans (ITPs) preparation based on the inspection level requirements;
    • Management of the Inspector assignments (TPI);
    • Organization of Pre-Inspection Meetings. Conduct meetings with Clients and Vendors, when required;
    • Follow up of Non-Conformance reports (NCRs, Punch list logs)
    • Consult with related Lead Discipline Engineer where technical/fabrication issues affecting integrity, reliability and performance of equipment/package;
    • Prior to inspection execution or inspector assignment, to assure that all relevant Technical documentation and procedures for the upcoming inspection were issued and approved;
    • Manage submission of NFI (Notification for Inspection) to the Owner in accordance with Project requirements;
    • Reviewing certification matrix fulfilment and duly updating by Suppliers.
    • Ensure availability of purchased goods and relevant necessary documentation (technical documentation, Certification, shipping documentation) at the established delivery point, in accordance with purchase order and material requisition requirements/conditions, delivery time and project procedures;
    • Review, analyze Vendor expediting (weekly, bi-weekly, MPR, Monthly Cut-Off etc.) reports
    • Follow-up of a recovery/mitigation plans in a case of production or delivery delays;
    • Review, monitor and maintain status of supplier/sub-vendor procurement activities;
    • Ensure the continuous monitoring of expected milestones achievements related to POs and collect/provide relevant reporting.
