ACCOUNTABILITIES
The job holder manages, under the responsibility of the Mechanical Leader, all mechanical activities (rotating & static) related to EPCIC11 WHP contract and shall demonstrate a strong behavior about Construction requirements.
The job holder is accountable for the following activities during EPCIC11 topsides execution:
- Supervises all Mechanical Static activities at Contractors yard during Construction and Pre-commissioning & COMM phases.
- Ensure proper coordination starting from package receiving inspection / equipment supports fabrication & installation & pre-commissioning activities until RFC is signed (ready for commissioning) and AOC is signed (Achievement of Commissioning)
- Supervises contractors' personnel and ensure proper implementation of work procedures & standards.
- Ensures compliance with safety procedures and quality standards in close relation with the HSE and QA/QC Superintendents.
- Provide quantitative data to superintendent for producing the progress reports.
JOB DIMENSIONS
The WHP Mechanical Supervisor Onshore and Offshore (Rotating & Statics) is responsible for mechanical discipline at CTR yard during Topsides construction, Pre-commissioning activities & Commissioning Onshore and Offshore.
ACTIVITIES
- To promote & comply with applicable safety instructions and other COMPANY HSE procedures in all activities.
- To carry out work in compliance with COMPANY values and policies, relevant laws and regulations, agreed COMPANY priorities and objectives, COMPANY standards and procedures and good industry practices.
- To treat all information obtained during course of the work with confidentiality.
- Review and monitor the drawings used on site if its latest revision (Vendor & Contractor)
- Monitor Contractors detailed daily and weekly progress and work plans in accordance with the schedule.
- Inform the mechanical lead on specific areas where its deviates from schedule.
- Monitoring contractors resources and report it if any deviation from the plan.
- Review contractors construction lookahead schedules to ensure they include the required activities with realistic sequencing and adequate resources.
- Follow-up the closure of any NCR (Non-Conformance) linked to Manufacturing and/or installation.
- Responsible for the installation for all Rotating & Statics mechanical equipment including pre com & Comm activities as per project spec & ITPs
- Coordinate with other disciplines to close out all punch list to expedite the RFC.
- Assist reporting during all phases and more particularly the close-out report and lesson learnt with vendors.
- Follow the execution of Mechanical commissioning activities to achieve commissioning schedule
- To witness and/or verify all Mechanical completion activities performed by the Construction Contractor including approval of punch lists.
- To supervise all Mechanical construction, pre-commissioning, commissioning and start-up activities for assigned sub-systems.
- This includes preparatory activities, coordinating resources (technicians, equipment, other departments), expediting documentation - in particular handover dossiers, attending walk-downs from construction to commissioning and from commissioning to operations and formally agreeing and categorizing punch-list items.
- To supervise RFMD register and site inspection.
- To attend Mechanical Pre-commissioning activities and RFC walkdowns for mechanical discipline on subsystem basis and record defects on project punch list where applicable
- To witness all Mechanical Commissioning HOLD points as per ICAPS discipline witness matrix during construction, pre-commissioning to include rotating equipment final alignment checks, final flushing, API seal plan completion etc.
- To attend and review Preliminary checks (PRC) for mechanical discipline on subsystem basis by review of the pre-commissioning dossier and visual review of the subsystem facilities and record anomalies on project punch list where applicable.
- To confirm onsite all mechanical preparation tasks on the Operational test procedure and operational test pre-checks sheets are confirmed prior to Operational test execution.
- To confirm onsite that the process and mechanical line up for Operational test confirms with the approved P&ID mark ups in the operational test procedure appendix and vendors pre-operating guidelines
- To supervise onsite conditioning monitoring parameters on rotating equipment during the operational test execution, completion of the operational test sheet to confirm operational steps are being conducted as per approved test procedure and within the design normal operating parameters.
- To review first fill register and confirm by site check first fills for rotating are being applied in accordance with the register.
- To assist and control the vendor support required for the assigned rotating equipment packages.
- To assist his discipline leader to follow closely the commissioning of systems/subsystems assigned in accordance with the commissioning procedures and commissioning and start-up schedule, coordinating the various disciplines, and ensuring all disciplines reach assigned targets as per system completion schedule.
- To compile relevant documentation to support handover and acceptance of systems to Operations.
- To ensure that the Mechanical content of the dossiers is accurate and complete before they are accepted from construction, commissioning and before approval by operations department.
- To supervise mechanical systems specifically rotating equipment activities (SAT, FTS, OTPs) performed by the Commissioning Contractor including approval of punch lists
- To ensure mechanical preservation activities during construction commissioning until hand hover to operation team
QUALIFICATIONS & EXPERIENCE REQUIRED
- Have an associate degree or HND/BTS level or COMPANY approved equivalent in engineering discipline.
- Construction yards experience is required on installation of wellheads platform equipment packages such as
(vessels/separators/pig launchers/solid treatment/chemical injection etc) with practical knowledge of applicable codes and standards such as API, ISO, ASTM, NACE and SSPC. - Familiar with NOC and/or TotalEnergies General Specifications (GS) and international codes/standards (AWS, API).
- Professional Experience (number of years): 12.
- Experience within project: (number of years): 8.
- Good supervisions and good communication skills.
- Ability to work on projects in a complex and multicultural environment.
- Be skilled in using computer programs for word processing, database management, spreadsheets and e-mail communications.
- Familiar with DCC software like PRODOM and/or MANASA.
- Familiar with OPERCOM / ICAPS
- H2S OPITO and T-BOSIET trainings.
- Language: English and mandarin are mandatory
