Role Overview
The Construction Quality Control (QC) Manager supports the contractor delivering construction projects across the Middle East for U.S. government projects.
Key Responsibilities
- Develop, implement, and maintain the Contractor Quality Control (CQC) Plan in accordance with USACE requirements.
- Serve as the on-site Quality Control authority, with responsibility to stop work that does not meet contract requirements.
- Conduct and document Preparatory, Initial, and Follow-Up inspections for all definable features of work.
- Coordinate daily with USACE representatives, Quality Assurance staff, and project personnel.
- Lead weekly Quality Control meetings, prepare meeting minutes, and distribute to relevant stakeholders.
- Review, track, and manage submittals, RFIs, and material approvals.
- Ensure construction activities comply with approved drawings, specifications, safety plans, and environmental requirements.
Maintain quality documentation, including:
- Daily Quality Control reports.
- Inspection and testing records.
- Non-conformance reports (NCRs) and corrective actions.
- Coordinate and verify testing and inspections with third-party laboratories.
- Support project closeout activities, including punch lists, as-built documentation, and final acceptance.
- Ensure compliance with safety coordination requirements embedded in the CQC program, including familiarity with EM 385-1-1.
Required Qualifications
- Minimum ten (10) years of construction quality control experience on large-scale facilities or infrastructure projects.
- Completion of the USACE Construction Quality Management (CQM) for Contractors course, or ability to obtain certification within 90 days of award.
- Demonstrated experience on USACE, NAVFAC, AFCEC, or other U.S. military construction projects.
- Thorough working knowledge of the USACE CQC System, EM 385-1-1 Safety and Health Requirements, and federal construction QA/QC standards and best practices.
- Strong written and verbal communication skills in English.
Preferred / Desired Qualifications
- Prior overseas or Middle East military construction experience.
- Aviation, hangar, or industrial mission facility quality control experience.
- Demonstrated experience coordinating MEP-heavy scopes, including special hazards fire protection systems, pump rooms, trench drainage, fuel and spill control systems, and hazardous or classified spaces.
Compensation & Benefits
- Base salary range: USD $60,000–$90,000 annually, dependent on experience.
- Housing provided.
- Food stipend provided.
- Additional uplifts may apply based on project conditions.
