About the role:
This is a high-impact opportunity to design and shape national trainer development policy from within the central government. Embedded in the Ministry of Skill Development & Entrepreneurship (MSDE), this role anchors Component II of the PM-SETU scheme, focused on upgrading five National Skill Training Institutes (NSTIs) into National Centres of Excellence for Trainer Development. The role sits at the intersection of policy, institutional design, educator development, and systems reform.
Key Responsibilities:
1. Central Government & Institutional Design

Strategic Partnership: Act as a strategic partner to MSDE/DGT on PM-SETU Component II design and operationalization.

Blueprinting: Lead the service design and blueprinting of NSTIs as National Centres of Excellence.

Policy Translation: Translate policy intent into clear institutional models, operating frameworks, and phased implementation plans.

Leadership Support: Prepare high-quality decision notes, policy briefs, and strategy decks for senior ministry leadership.

Academy Models: Design NSTI-led Trainer Academy models, including CPD pathways, coaching systems, and recognition frameworks.

In-service Training: Support the design of systems enabling the training of 50,000+ instructors at scale.

Program Modernization: Anchor the upgrade of trainer training programs, including pedagogy, assessment, and blended learning experiences.

Data & Evidence: Strengthen monitoring and evidence systems to track quality and outcomes.

Governance Alignment: Support the review of trainer governance and state policies regarding recruitment, induction, and performance.

Master Trainer Framework: Anchor the design of a national Master Trainer framework, including roles, incentives, and quality systems.

Partnership Building: Enable collaboration with industry, academic, and global partners to strengthen national thinking.

Knowledge Management: Curate knowledge products and briefs on institutional reform.
Desirable Profile
Experience & Background

Expertise: 12–15 years of experience in education, skilling, public systems reform, or large-scale program design.

Government Engagement: Demonstrated experience working directly with central government, ideally in embedded roles or PMUs.

Systems Thinking: A strong track record in service design, research synthesis, and blueprinting.

Sector Knowledge: Deep understanding of educators and training institutions.

Education: Academic background in Education, Public Policy, Social Sciences, Management, or related fields.
