ROLE PURPOSE

 

Continually assess business needs, financials and the technology vendor market to determine and implement the best options and sources of supply for the Bank. Design and execute major sourcing programs to support the rapid evolution of digital business with current focus in sourcing of products and services for cybersecurity, cloud infrastructure and

digital innovation.

 

JOB ACCOUNTABILITIES / KEY RESULT AREA

 

Technology sourcing strategy execution and market intelligence

·         Develop, through a collaborative and inclusive approach, a technology sourcing strategy that delivers against corporate IT and business strategy priorities, and translates them into effective technology procurement plans

·         Deliver sourcing projects and undertake procurement activities (e.g. RFx, empanelment, negotiations) against an approved plan and objectives to ensure that commitments are in met budget, timing or quality of work

·         Develop alternate sources of supply and identify market dynamics to refine sourcing strategy for the technology categories assigned.

·         Review, manage and develop a pool of best-in-class suppliers for bid processes to optimize competitive position for the Bank and leverage the most effective technology supply base

·         Understand and adopt agile principles into technology sourcing best practices

 

Technology sourcing efficiency, operation and risk management

·         Lead the evaluation of optimal sourcing options, taking into consideration outsourcing/cloud, hybrid and insourcing models

·         Create contract and category templates and supplier registration programs that enable speed in negotiations

·         Provide guidance to internal customers to leverage on alternative sourcing in their project execution or service operations

·         Work with vendor management across the sourcing life cycle to monitor the success and continuous improvement of the sourcing strategy

·         Manage the risk throughout sourcing lifecycle to uphold the Bank’s principles of transparency, accountability and integrity

·         Practice audit-ready perspective throughout sourcing lifecycle, including maintaining documentation

·         Support JDT Risk & Compliance Unit in audit activities in technology sourcing processes

 

Technology sourcing automation and analytics

·         Apply data-centric skills to capture, analyse and present relevant data and information for performance management (dashboard)

·         Design, source and implement intelligent automation tools and applications that promote efficiencies within the Bank.

·         Apply business context to data and information to drive the change in technology sourcing

 

QUALIFICATION& COMPETENCIES

 

·         Academic Qualifications: Bachelor’s degree in engineering or computer science. Master’s degree in management field is desirable.

 

·         Experience: Minimum 5 years experience in technology sourcing or category manager. Proven success in high stake negotiation with global vendors in IT security, infrastructure cloud services. Agile to adopt to new environment will be an edge.

 

·         Certification by purchasing and supply chain professional bodies, such as the Institute for Supply Management (ISM) or the Chartered

 

·         Institute of Procurement & Supply (CIPS)

 

TECHNICAL COMPETENCIES

 

·         Proven experience and expertise in procurement activities, such as RFx and overall project management.

 

·         Experience in leading key technology negotiation and large scale sourcing activities.

 

·         Experience in evaluating support agreements and the yearly true- up and demand management requirements, as part of proper asset management deliverables

 

·         Knowledgeable in financial analysis, strategy formation and business case development
