ROLE PURPOSE

 

Be the change agent in designing, establishing, and operating IT asset management service

in the Central Bank of Malaysia to optimise the value, cost and risk of IT asset life cycles.

 

JOB ACCOUNTABILITIES / KEY RESULT AREA

 

   Lead IT Asset Manager project implementation and collaborate with appointed consultant to establish ITAM framework and processes, design operating model and its staffing, and its transition to operation.

 

Oversee all activities that optimize the value, cost and risk of IT asset life cycles.

   Develop and enhance methodologies and practices for IT asset life cycle management in line with best practice and practical experience as part of a cycle of continuous improvement.

 

   Ensure that IT acquisition and disposal processes (including those of external service providers) are conducted in line with corporate social responsibility, environmental and technical policies and applicable standards and legislation.

 

   Provide asset management data to support preparation of business cases and project budgets to ensure that they comply with corporate policies, applicable standards and legislation.

 

   Implement and manage production of IT asset life cycle management status reporting, metrics and benchmarks, while enforcing mitigation and remediation activity

 

   Advise the relevant project, program, infrastructure and application portfolio managers on asset strategies and recommend actions to optimize the IT asset portfolio.

 

   Develop, maintain and support the staff, processes and ITAM tools with appropriate cross -department collaboration and system- integration of non-ITAM sources necessary to identify and optimise current  and emerging IT  asset life cycle  costs and risks to the organization. Be the clearing house of IT asset data.

 

   Be responsible for the day-to-day management of the core IT asset management team, including staffing, budgeting and other relevant management functions required to hold all IT  service delivery teams accountable  for optimizing the  cost, risk and va lue of IT assets throughout their life cycle.

 

Supervise the department’s response to the following activities in consultation with relevant stakeholders:

   Software vendor audits or license validation requests.

 

   Financial audit requests regarding the value, costs and risks associated with IT assets

 

   Provision of input and data in support of procurement activity, including device, installation, usage (or other license or subscription metric information) and demand data needed to ensure accurate volume purchasing.         

QUALIFICATION& COMPETENCIES

 

·         Academic Qualifications: Min bachelor degree in finance, IT, engineering, business management, legal or related fields

 

·         Experience: At least 8 years hands on experience in IT asset life cycle management. Proven experience in managing software vendor audit and ability to adapt to a highly regulated working environment is a plus.

 

TECHNICAL COMPETENCIES

 

·         Have in-depth knowledge and experience of the following:

          Financial accounting and reporting practices applicable to IT assets, costs and risks.

          Engagement with procurement, legal, tax and accountancy advisors to qualify any potential issues identified.

          IT contracts and their likely cost implications through the IT asset life cycle.

          IT applications, operations, service and support organizations.

          Data processing, analysis and quality management tools.

          Development and implementation of processes and policies.

   Strong analytical, data processing and problem-solving skills.

   Ability to work as an individual contributor, manage resource in matrix reporting environment, and demonstrated experience in managing vendors for IT asset management

   Demonstrated experience in managing software vendor audit

  Proven experience in optimizing IT asset investment
