Role Overview

The Pre-Construction Project Manager leads the early development phase of high-voltage (HV) substation and medium-voltage (MV) distribution projects, mainly for data centers and industrial clients in the Scandinavian market.

This role bridges the gap between the commercial/bid phase and the construction execution phase. The manager ensures projects are technically feasible, financially aligned, properly planned, and fully prepared before handover to the construction delivery team.

Key responsibilities:

Lead Pre-Construction Project Development
  • Define project scope, objectives, milestones, and deliverables.
  • Coordinate internal engineering, procurement, planning, and commercial teams.
  • Ensure a smooth transition to the construction delivery team.
Coordinate Engineering & Design Activities
  • Oversee concept and basic design development.
  • Ensure integration across electrical disciplines such as:
  • Coordinate external engineering partners for civil, structural, and mechanical design.
  • Serve as the main contact during the pre-construction phase.
  • Contact with Stakeholdes, clients and Regulatory authorities
  • Clarify technical specifications and commercial expectations.
Control Planning, Cost & Tender Processes
Handle Risk, Feasibility & Execution Readiness

Requirements:

Education: Bachelor's or Master's degree in Electrical Engineering.

Excellent English communication skills.

Availability to travel to Norway or any Scandinavian Country

Experience: Minimum 7+ years of experience in project management or engineering coordination.

Experience coordinating multidisciplinary teams, including management of external engineering partners.

Experience with grid connection processes and TSO/DSO interface management.

Experience in HV substation or data center projects is preferred.

Strong understanding of project lifecycle from concept to execution.

Experience with project scheduling and coordination tools (MS Project, Primavera P6)

Knowledge of HV substation design and MV distribution 

Familiarity with electrical redundancy concepts (N+1, 2N, concurrent maintainability).

Proficiency with ACC (Autodesk Construction Cloud) for project documentation and coordination.

Experience with Power BI or similar reporting and analytics tools
