THE JOB
Reporting to the Director, Corporate Services (DCS), the Human Resources Manager will be responsible for the effective management of the full spectrum of human resources functions and to deploy the best HR practices to meet the human resources needs of the company. Duties include:
- Plan and effective manage the human resources processes of the company: - recruitment, appointment, compensation & benefits, staff performance management, staff functions, and training/ development in-line with the human resources policy framework of the company;
- Ensure all statutory requirements (such as labour ordinance, equal opportunities, personal data privacy legislations, etc.) in force are properly complied with and the company's human resources polices are observed;
- Ensure the HR policies and practices are up-to-date, reflecting best HR practices; and to advise the DCS /Management of any updating or revisions needed to ensure they are kept in pace with the statutory requirements and the company development & strategic direction;
- Assist the DCS in implementing HR strategic direction of the company;
- Develop and maintain working partnership with user Departments and to provide HR advice and support in achieving their plans and objectives;
- Spearhead HR aspects of HKSI's digital transformation, overseeing the replacement of legacy software to drive seamless transitions and improve departmental accuracy and efficiency; and
- Maintain and monitor relationship with the HKSI Staff Union
THE REQUIREMENTS
- A university degree in Human Resources Management or a relevant discipline;
- A minimum of 10 years' experience in managing full range of HR functions in sizeable organisations, preferably in a statutory body, NGO, or public-sector organisation;
- Sound knowledge of statutory requirement;
- Proven ability to define, oversee, and analyse strategic HR metrics (e.g., time-to-hire, retention rate, training ROI, employee satisfaction index), and to present actionable insights and periodic performance reports to the Director, Corporate Services;
- Excellent command of both written and spoken English and Chinese. Ability to speak Putonghua is a definite advantage;
- Strong communication and presentation skills. Excellent interpersonal skill in dealing with all levels of staff across the company;
- Highly motivated individual, who places emphasis on teamwork and has good strategic thinking and analytical skills; and
- Proficiency in computer applications and human resources database management software and preferably good numeracy.
