Hiring for a Construction platform that helps to build roads & bridges in Libya with a workforce of over 10,000 employees representing more than 23 nationalities.

About the Role:

We are seeking a experienced Health, Safety, and Environment Engineer who ensures workplace safety, regulatory compliance, and environmental protection by developing policies, conducting risk assessments, training staff, investigating incidents, and managing emergency response plans to minimize risks and promote well-being. Implementing HSE management systems, performing audits, and integrating best practices across projects, often requiring strong technical knowledge and leadership skills.

Essential Responsibilities:

Risk Management: Conduct hazard identification, risk analysis, and consequence evaluations, and develop mitigation strategies.

Traffic signs: Implementing plans for road closures, diversions, and managing traffic flow around the site to protect workers and the public and placing warning signs at least 500m before hazards and ensuring adequate night lighting.

Policy & Compliance: Implement and enforce HSE policies, procedures, and management systems (like ISO ) to meet legal and company standards.

Training & Awareness: Arrange and deliver safety training, drills, and awareness programs for all personnel.

Inspections & Audits: Perform site inspections, audits, and safety walks to ensure adherence to protocols.

Incident Management: Investigate accidents, near misses, and environmental spills to determine root causes and implement corrective actions.

Documentation: Maintain technical HSE documentation, including safety studies, permits, and hazardous area classifications.

Emergency Preparedness: Develop and manage emergency response plans and procedures.

Environmental Monitoring: Oversee environmental impact, promoting sustainability and eco-friendly practices.

Qualifications/ Requirements:


Education: Bachelors degree in Occupational Health and Safety, Environmental or a related field.

Certifications like NEBOSH, OSHA, and IOSH enhance the HSE credentials

Experience: 5–10 years of experience managing safety for large-scale road and bridge construction projects, including oversight of QC/QA, safety compliance. GCC experience is preferable.

  • Technical Expertise:

  • Familiarity with ISO and OHSAS standards.

  • Strong analytical skills to assess risks and devise realistic solutions.

  • Exceptional leadership and communication skills.

  • Ability to train and influence others regarding safety practices and environmental compliance.

  • Leadership: Proven ability to lead, mentor, and motivate multidisciplinary teams under tight deadlines.

  • Adaptability: Ability to work in challenging environments, deliver results under pressure, and travel within Libya as needed.

Communication: Fluent in English (written and spoken); Arabic proficiency is a strong advantage.
