  • JOB SUMMARY:

The Executive Director Planning shall be responsible for strategic, integrated and forward-looking power system planning. He will be leading a team of professionals in the specialized areas of Demand Forecasting and Generation & Transmission Planning to develop optimal expansion plans to ensure safe, secure and reliable power system operation. These plans shall deliver innovative, efficient and industry best practice solutions to emerging power system challenges. To effectively discharge these duties, the Executive Director (Planning) shall maintain close liaison with other departments including System Operations, Market Operations, Human Resource, Legal and Finance.

KEY TASKS & RESPONSIBILITIES:

As a country sole planner, the position is responsible for the following major activities:

Development of Demand Forecast and Analysis

  • Responsible for the annual preparation of the national global electricity Demand Forecast.
  • Oversee for the consolidation and assessment of spatial Demand Forecast prepared by DISCOs annually.
  • Ensure incorporation of emerging demand drivers, market trends and disruptions into the demand forecasting methodologies.
  • Proposing demand side management (DSM) strategies, energy efficiency initiatives, and demand response targets at the national level to manage peak demand growth effectively

Development of IGCEP.

  • Provide strategic leadership for the National Resource Planning including the development of the Indicative Generation Capacity Expansion Plan (IGCEP).
  • Oversee and coordinate stakeholder consultation and engagements to assess, validate, finalize the key assumptions and inputs for the IGCEP.
  • Lead the formulation, review and validation of planning scenarios and sensitivity analysis conducted as part of the IGCEP process.
  • Ensure alignment of IGCEP with demand forecast, transmission plans, market development objectives, and national energy policy goals.

Review and Analyses of TSEP

  • Providing comprehensive review and strategic inputs for aligning NGCs Transmission System Expansion Plan (TSEP) with company's long-term vision.
  • Ensure compliance of the TSEP with the regulatory requirements, Grid Code, reliability standards and market development objectives.

Grid Interconnection Studies Process

  • Approving Feasibility and System Impact Assessment Studies for potential grid users.
  • Providing concurrence to the Facility Assessment Studies prepared by TNOs.

Long-Term Transmission Plan (LTTP)

  • Leading the preparation of Long-Term Transmission Plan (LTTP) to steer company's long term vision for primary transmission network expansion.

Power System Studies

  • Leading various power system studies, scenario analyses and modelling efforts to support evidence-based decision-making.

Inputs to National Integrated Energy Plan

  • Providing strategic inputs to the National Integrated Energy Plan, including guidance on demand-side management, resource development, sectoral energy shifts, standardization, and long-term system optimization.

Power Quality

  • Developing a short-, medium- and long-term strategy for identifying, assessing, and mitigating Power Quality issues across the network.
  • Engaging with TNOs and other industry stakeholders for efficient implementation of power quality improvement plan.

Master Database for Planning

  • Organizing, developing, updating and maintaining the planning database comprising of data obtained from internal and external stakeholders used in IGCEP, TSEP, Demand Forecast, Grid Interconnection Studies and other functions performed by the Planning Department.
  • Enforce data standards, formats, quality assurance protocols and version control mechanism to ensure accuracy and consistency.

Miscellaneous

  • Developing, maintaining and updating operating procedures including Grid Code Operating Procedure for Planning (GCOP for Planning), SoP for Interconnection Studies etc.
  • Ensuring that all planning activities are in compliance with policy and regulatory framework.
  • Overseeing the preparation of Power System Statistics Reports and Reliability Assessment on annual basis.
  • Engaging with external & internal stakeholders on matters pertaining to the Planning functions.
  • Any other task desired by CEO of the company.

Requirements

Qualification:

Four (04) Years Bachelors Degree or Masters Degree in Electrical Engineering

Experience:

Minimum 20 years of relevant Post Qualification experience including 3+ years in a senior management role reporting directly to the head of department/ CEO
