Head of Infrastructure Planning & Delivery

This role will lead the full cycle of planning, design, and implementation for tollway infrastructure projects, ensuring delivery within scope, schedule, budget, and quality standards. This role aligns project execution with the company's strategic objectives and sustainability commitments.

Strategic Leadership & Planning

• Define and implement the overall strategy for tollway development and engineering in support of the company's growth plans.
• Direct the master planning and prioritization of infrastructure initiatives, including expansions, new expressways, interchanges, and bridges.
• Ensure adherence to government policies, frameworks, and industry best practices.

Project Development & Delivery

• Manage the end-to-end process covering planning, design, permitting, procurement, construction, and commissioning.
• Align projects with feasibility studies, traffic projections, environmental assessments, and financial viability.
• Guarantee timely, cost-efficient, safe, and high-quality completion of capital projects.

Engineering Excellence & Innovation

• Establish and review engineering standards, specifications, and guidelines.
• Introduce innovative design and construction methods, as well as sustainable solutions.
• Advocate for digital tools such as BIM, GIS, and project management systems to optimize project delivery.

Stakeholder Management

• Maintain strong relationships with government agencies (DPWH, DOTr, TRB), LGUs, consultants, and contractors.
• Oversee regulatory submissions, permit approvals, right-of-way acquisitions, and proposal endorsements.
• Work closely with legal, finance, operations, and corporate affairs teams to ensure smooth project execution.

Qualifications

• Licensed Civil Engineer (or equivalent); Masters in Engineering, Urban Planning, or Project Management preferred.
• Minimum 15 years in large-scale infrastructure, with at least 10 years in senior leadership.
• Proven expertise in tollway, expressway, or transport-related PPP projects.
• Strong knowledge of Philippine construction codes, environmental regulations, and tollway policies.
• Exceptional leadership, stakeholder management, and strategic project execution skills.
