The main purpose of this position is to ensure that all crew requirements are met. The position oversees recruitment programs, policies, and procedures to develop strategies, as well as leverage data-driven insights to forecast hiring demands and identify emerging recruitment trends.

Key Responsibilities and Role(s)

  • Lead and support the Recruitment Team to ensure that crew recruitment is effective, timely, and compliant with standards and the HSEQ Management System, while guiding and monitoring Recruitment Officers to adhere to policies and work processes.
  • Source for qualified applicants to fulfill crew requirements of the customers.
  • Develop and manage a continuous pipeline of qualified candidates to meet current and future crew requirements, ensuring a strong talent pool.
  • Coordinate and unify recruitment strategies across branches and entities to ensure consistency and alignment with organizational goals.
  • Establish metrics and KPIs to assess recruitment effectiveness, including candidate quality, cost-per-hire, and time-to-fill.
  • Regularly review and optimize recruitment processes to ensure efficiency, scalability, and alignment with company objectives.
  • Analyze recruitment data and generate reports to provide insights into trends, challenges, and opportunities in talent acquisition.
  • Analyze market trends, competitor employer branding strategies, and feedback to continuously improve recruitment efforts.
  • Ensure that staff are competent to perform their duties and responsibilities to a high standard, including but not limited to staff empowerment, regular one-on-ones, project assignment, and task delegation.
  • Oversee the performance evaluation of department staff, ensuring high levels of engagement and development.
  • Foster a collaborative, inclusive environment where regional teams are empowered to achieve recruitment goals.
  • Recommend or establish ways or tools to properly monitor the performance and effectiveness of the processes.
  • Initiate intelligence gathering and benchmarking; collate market studies and benchmarks and provide recommendations to principals, as required.
  • Regularly evaluate the effectiveness of recruitment campaigns and efforts through stakeholder feedback and industry analysis.
  • Represent the department in executive meetings, providing updates, reports, and insights as needed.
  • Prepare and represent the Recruitment team in regulatory, industry, principal, and other audits and inspections.
  • Conduct final screenings/interviews, endorse candidates to clients, and ensure they meet or exceed set qualifications and requirements.
  • May carry out technical interviews as needed depending on area and level of proficiency.
  • Review and assess proposed plans, proposals, and resource allocations to ensure alignment with organizational objectives and standards.
  • Implement corrective actions when necessary to address performance or operational challenges.
  • May carry out collateral duties as delegated by the Recruitment General Manager.

Required Competencies

  • Extensive experience in the field of recruitment
  • Experience in recruiting manpower in the same industry is an advantage
  • Strong leadership skills
  • Graduate of any bachelor's degree
  • Good communication skills both written and verbal
  • Proficient in the use of Office Productivity tools
  • Detail-oriented
  • Good negotiation skills
  • Able to generate reports and perform statistical analysis
  • Knowledge of using various online media for recruitment
