Role Overview

We are conducting a highly confidential executive search for an experienced and commanding Deputy Chief Executive Officer (Deputy CEO) to support strategic leadership, operational governance, risk management, client relationship management, and large-scale workforce supervision.

The selected candidate will play a senior leadership role in managing complex operational functions, high-value client relationships, security protocols, emergency response coordination, and performance-driven business operations. This role is ideal for a disciplined, strategic, and professionally mature leader with a strong military, police, or senior operational management background.

Key Responsibilities

Strategic Leadership & Business Operations

  • Support the Chief Executive Officer in driving business strategy, operational performance, and organizational growth.
  • Oversee complex, multi-functional business units and ensure operational excellence across all assigned areas.
  • Lead large-scale workforce and technical force operations with strong discipline, accountability, and performance focus.
  • Develop and implement operational plans, controls, and governance frameworks to support business objectives.

Risk Management & Security Operations

  • Lead risk management, threat assessment, and security protocol implementation across high-risk and sensitive operating environments.
  • Ensure effective incident management, investigation processes, and emergency response coordination.
  • Develop and strengthen SOPs, operational controls, and preventive risk management frameworks.
  • Monitor security, operational, and compliance risks and recommend corrective actions when required.

Client Relationship & Stakeholder Management

  • Manage high-value client relationships, including banks, financial institutions, and corporate clients.
  • Build trust-based relationships with senior stakeholders, clients, regulators, and operational partners.
  • Ensure service delivery standards are maintained in line with client expectations and business requirements.
  • Represent the organization professionally in senior-level client meetings and strategic discussions.

Performance Management & Operational Control

  • Establish and monitor performance management systems, KPIs, and operational reporting mechanisms.
  • Drive continuous improvement across operations, service delivery, workforce productivity, and compliance.
  • Ensure operational teams perform with discipline, efficiency, and strong accountability.
  • Review operational performance reports and implement improvements to enhance business effectiveness.

People Leadership & Command Management

  • Provide strong leadership, guidance, and direction to senior managers, operational teams, and field-level teams.
  • Promote discipline, professionalism, ethical conduct, and a strong performance culture.
  • Make timely and effective decisions in complex, high-pressure, and sensitive situations.
  • Mentor and develop leadership capability within the organization.

Candidate Profile

  • Age between 40 to 45 years.
  • Formally retired or resigned commissioned officer holding a rank above Captain in the Sri Lanka Army, or equivalent rank in the Sri Lanka Navy or Sri Lanka Air Force.
  • Candidates who have served as an Assistant Superintendent of Police (ASP) in the Sri Lanka Police may also be considered.
  • MBA from a recognized university.
  • Minimum 5 years of senior management experience at General Manager level or above.
  • Proven experience managing large-scale workforces and/or technical forces.
  • Strong experience in managing high-value client relationships, especially with banks, financial institutions, and corporate clients.
  • Experience operating in high-risk, sensitive, and security-focused environments.
  • Demonstrated experience in incident management, investigations, and emergency response coordination.
  • Strong expertise in risk management, threat assessment, and security protocol implementation.
  • Experience in developing and implementing SOPs, operational controls, and KPI-based performance monitoring systems.
  • Strong leadership, decision-making, and operational management capabilities.
  • Excellent interpersonal, communication, and stakeholder management skills.
  • Demonstrated integrity, professionalism, discipline, and a strong commanding personality suitable for a senior leadership role.
