Position Overview

Invictus is seeking a U.S. Business Development Lead based in India to drive new client growth across staffing, recruiting, and HR consulting services while also supporting strategic recruiting, capture research, and proposal coordination for U.S. based operations. This role is business development first, with recruiting support as a secondary function, and focuses heavily on identifying new opportunities, building strong client relationships, supporting proposal readiness, and helping expand Invictus across federal programs, cleared technical environments, industrial construction, engineering, HR consulting, and professional services. This individual will work closely with U.S. leadership during Eastern Time business hours and serve as a key growth driver for the organization.

Key Responsibilities

Business Development and Client Growth

  • Lead outreach to prime contractors, subcontractors, teaming partners, implementation partners, and direct commercial clients across the United States
  • Identify and generate new business opportunities for staffing, recruiting, and HR consulting services
  • Build and maintain strong relationships with prospective clients, partners, and industry contacts
  • Research potential clients with active hiring needs and support relationship development efforts
  • Assist with follow up, scheduling, qualification, and documentation of new business opportunities
  • Support negotiations, rate discussions, service agreements, and client intake preparation
  • Track business development activity, partnership progress, and pipeline movement across all active opportunities

Capture and Proposal Support

  • Research new contract opportunities through public procurement sources, industry channels, networking efforts, and market intelligence research
  • Support capture research, competitor analysis, opportunity tracking, and go or no go preparation
  • Assist with proposal coordination including compliance matrices, capability summaries, resume formatting, staffing plans, and past performance writeups
  • Support proposal submission readiness and documentation management

Recruiting and Talent Delivery Support

  • Support sourcing, screening, and submission of candidates for U.S. roles across federal programs, cleared technical environments, industrial construction, engineering, operations, finance, human resources, cybersecurity, data, cloud, and professional services functions
  • Recruit candidates across executive leadership, mid-level management, technical specialists, project delivery teams, and highly specialized cleared professionals
  • Support hiring across W2, 1099, and direct hire staffing models
  • Screen candidates for clearance levels including Public Trust, Secret, Top Secret, TS/SCI, CI Polygraph, and Full Scope Polygraph
  • Utilize LinkedIn, Indeed, referrals, Boolean searches, and internal databases to support pipelines
  • Maintain accurate ATS records, candidate notes, submission tracking, and recruiting updates

Required Qualifications

  • Minimum 7+ years of U.S. staffing, recruiting, or business development experience
  • Strong experience supporting business development within U.S. staffing, consulting, or government contracting environments
  • Experience recruiting for U.S. federal, cleared, technical, construction, engineering, or professional services roles
  • Strong understanding of U.S. employment models including W2, 1099, and direct hire placements
  • Familiarity with U.S. security clearances and cleared recruiting terminology
  • Strong ability to conduct Boolean searches and proactively source passive candidates
  • Excellent written and verbal English communication skills
  • Experience using ATS, CRM platforms, job boards, Microsoft Office, and collaboration tools
  • Ability to work independently during India night shift aligned to U.S. Eastern Time
  • Strong organization skills with the ability to manage multiple priorities simultaneously

Preferred Qualifications

  • Experience supporting business development within U.S. staffing or government contracting environments
  • Experience supporting HR consulting services or workforce consulting engagements
  • Familiarity with federal contracting vehicles including RFPs, RFQs, RFIs, IDIQs, GWACs, BPAs, and teaming agreements
  • Proposal writing or proposal coordination experience
  • Experience training or mentoring recruiters
  • Prior experience recruiting TS/SCI, CI Polygraph, or Full Scope Polygraph candidates
  • Experience supporting construction, cybersecurity, project controls, ServiceNow, cloud engineering, MLOps, or federal consulting roles

Compensation and Incentive Structure

Base Compensation

  • Base Salary Range: 9 to 11 Lakhs annually
  • Family Healthcare Plan

Performance Based Incentive Plan

(Paid in U.S. Dollars)

  • $150 USD* for each candidate who receives an offer, accepts, and successfully starts employment
  • $150 USD* for each new staffing client introduced with active and valid hiring needs requiring recruitment support
  • $300 USD* for each new client introduced requiring Human Resources Consulting services, including HR strategy, compliance, compensation, organizational development, talent management, or workforce consulting engagements

* Incentive Validation Requirement

Client incentive payments are issued upon validation of active business need and engagement approval by Invictus leadership to ensure qualified and actionable opportunities.

Success Measures

  • New staffing clients and qualified partnerships introduced
  • New HR consulting opportunities generated
  • Proposal and capture tasks completed accurately and on time
  • Business development pipeline growth and client engagement quality
  • Quality candidate submissions for difficult U.S. roles
  • Strong communication, documentation, and execution across all responsibilities

Work Schedule

  • India night shift aligned to U.S. Eastern Time business hours
  • Flexibility required for U.S. client calls, candidate interviews, proposal deadlines, and urgent delivery needs
