As Program Manager, you will lead a multi-functional team supporting the Naval Surface Warfare Centers software development and IT modernization efforts. You will be the key liaison between stakeholders and delivery teams, managing project execution, requirements, risks, and performance metrics. This is a leadership role critical to aligning the teams work with mission objectives across Navy systems and networks. Agile experience, strong communication, and project management skills are essential.
Responsibilities
- Working with stakeholders to determine priorities, and structuring the teams work to align appropriately with those priorities, while effectively managing expectations at all levels.
- Managing requirements, to include coordinating and facilitating exchange meetings or forums to determine/validate requirements and ensuring tasks are performed according to agreed-upon plans.
- Updating, maintaining, and tracking all requirements in JIRA, and through other methods as directed.
- Developing and maintaining realistic, accurate, and complete schedules for each project.
- Leading weekly scrum meetings and periodic backlog grooming sessions with multiple stakeholders.
- Maintaining consistent, proactive, and timely communication with project sponsor, management and other internal stakeholders, particularly regarding outages, and events that may impact other teams.
- Preparing and presenting status reports, deliverables, and briefings as required
- Responding to inquiries and requests for assistance from outside parties and other technical teams.
- Organizing and maintaining documentation so it is easily interpreted by all required parties.
- Collaborating with teammates, other service providers, vendors, and users to build relationships and achieve objectives.
- Developing and managing comprehensive project plans, outlining tasks, timelines, and resource requirements.
- Lead and participate in cross-functional teams, fostering collaboration and ensuring team members understand their roles and responsibilities.
- Identify and assess potential risks, developing mitigation strategies to minimize project impact.
- Effectively communicate project progress, issues, and milestones to stakeholders, ensuring alignment with organizational objectives.
- Assist with defining and managing project scope, ensuring deliverables meet business requirements and objectives.
- Implementing quality assurance processes to monitor and evaluate project deliverables against established standards.
- Drive the implementation of change management strategies provided by the government to address adjustments in project scope or requirements.
- Establish and track key performance indicators (KPIs) to assess project success and identify areas for improvement.
- Monitor and ensure adherence to organizational policies, procedures, and regulations throughout the project lifecycle.
- Proactively address project issues, conflicts, and bottlenecks, working to find timely and effective solutions.
- Foster a culture of continuous improvement, identifying opportunities to enhance project management processes and methodologies.
- Support post-implementation reviews to assess the success of the project and gather lessons learned for future improvements.
Desired Experience, Skills & Technologies
- Hands-on technical experience, particularly in the areas of Cloud, ServiceNow, Database platforms, SharePoint and high-level programming languages.
- Knowledge and understanding of Navy command organization and structure.
- Project Management Professional (PMP) certification.
Requirements
- Bachelors degree in computer science, information technology, communications systems management, or an equivalent technical degree from an accredited college or university, or a Project Management Professional Certification (PMP).
- Ten (10) years experience in managing a team in information technology and serve as the overall program manager and primary interface with customers, with Five (5) years experience in software management or software development experience.
- Experience gathering, tracking, and managing technical requirements and workloads in a complex environment.
- Strong ability to manage competing priorities and communication to multiple stakeholders, while managing expectations appropriately.
- Experience with project management and other software suites, particularly JIRA and Microsoft Office products.
