Role Overview

We are seeking an experienced Construction Manager specializing in Concrete Structures, Auxiliary Works, Foundations, and Hydraulic Engineering to support large-scale infrastructure projects involving bridges, viaducts, and civil engineering structures.

The successful candidate will serve as the technical authority within the project team, providing expert advice on structural design, construction methodologies, technical risks, quality assurance, and contract execution. This role requires extensive experience with integrated infrastructure contracts, bridge rehabilitation and strengthening projects, and complex civil engineering works.

You will act as a key technical advisor, ensuring that designs, calculations, construction methods, and contractor deliverables meet the highest standards of safety, quality, sustainability, and compliance.

Key Responsibilities

Technical Leadership & Engineering Oversight

  • Serve as the primary technical expert for concrete structures, foundations, temporary works, and hydraulic engineering.
  • Review, assess, and validate contractor designs, calculations, work plans, and technical documentation.
  • Identify technical risks and develop mitigation strategies throughout project execution.
  • Provide technical guidance on structural integrity, constructability, durability, and lifecycle performance.
  • Ensure compliance with engineering standards, regulations, and project specifications.

Design Review & Quality Assurance

  • Evaluate structural designs and engineering calculations for bridges, viaducts, foundations, and hydraulic structures.
  • Review design modifications, technical deviations, and proposed engineering solutions.
  • Verify compliance with applicable codes, standards, and client requirements.
  • Coordinate technical assessments and quality assurance activities within multidisciplinary teams.
  • Support technical decision-making throughout design and construction phases.

Construction & Project Delivery Support

  • Provide technical support during project execution and construction activities.
  • Monitor technical performance and construction quality.
  • Review construction methodologies and work execution plans.
  • Support safe and efficient implementation of complex civil engineering works.
  • Ensure technical issues are resolved proactively to avoid project delays.

Stakeholder & Contractor Coordination

  • Act as a technical sparring partner for contractors and engineering consultants.
  • Lead and facilitate technical coordination meetings.

  • Coordinate technical interfaces across multiple engineering disciplines.

Required Skills & Experience

Must-Have

  • Master's Degree (WO) in Civil Engineering, Structural Engineering, Road & Hydraulic Engineering, or a related field.
  • Minimum 7 years of experience in the design and execution of integrated infrastructure contracts involving concrete structures.
  • Experience reviewing and validating structural designs and engineering calculations.
  • Minimum 5 years of experience with:
    • Structural strengthening
    • Bridge widening
    • Structural rehabilitation
    • Recalculation and assessment of existing structures
  • Experience working on two-phase project delivery models or similar project structures.
  • Strong understanding of:
    • Concrete structures
    • Foundation engineering
    • Hydraulic engineering
    • Temporary works
    • Structural safety
  • VOL-VCA Certification (Safety for Operational Supervisors).

Preferred Skills

  • Experience working for engineering contractors or major infrastructure contractors.
  • Knowledge of Dutch infrastructure standards and guidelines, including:
    • Eurocodes
    • ROK
    • RBK
    • Rijkswaterstaat standards
  • Experience with:
    • Geotechnical engineering
    • Excavation pits
    • Groundwater management

  • Knowledge of:
