Senior Program Manager – Digital Twin

Brussels, Belgium
Contract | Full-time

Responsible for the overall leadership and delivery of a Digital Twin program, including the development of the first certified DAMA DMBOK Local Digital Twin focused on Urban Heat Island analysis.

Key Responsibilities

  • Led the strategic planning and governance of the Digital Twin program, contributing to the medium and long-term roadmap through 2029.
  • Managed program reporting, financial reporting support, and communication plans for stakeholders and leadership.
  • Acted as the primary liaison between project teams, leadership, and city stakeholders, ensuring alignment on objectives and deliverables.
  • Coordinated multidisciplinary teams across infrastructure, data, development, cloud, GIS, cartography, cybersecurity, and external technology vendors.
  • Defined roles, responsibilities, and performance indicators (KPIs) for project teams to ensure effective delivery and accountability.
  • Monitored project progress against milestones, ensuring deliverables were delivered on time and within budget.
  • Oversaw the coordination of technical building blocks between internal teams (Data, AI, GIS, IoT, Architecture) and city stakeholders while ensuring alignment with the target architecture.
  • Managed dependencies and priorities across multiple projects simultaneously within the Digital Twin program.
  • Ensured compliance with data governance standards related to data collection, storage, and availability.
  • Designed and supervised end-to-end data pipelines using Azure services, including Azure Data Factory, Azure Functions, REST APIs, and cloud data platforms, to feed the Digital Twin platform.
  • Facilitated the integration of data platforms, 2D/3D visualization, GIS, IoT, analytics, simulation models, and AI algorithms into a unified Digital Twin architecture.
  • Ensured that technical components adhered to architecture standards and interoperability requirements while anticipating the impact of future system changes.
  • Developed and implemented change management strategies for stakeholders, including city authorities and citizens.
  • Defined performance metrics and KPIs to measure project success and the societal impact of Local Digital Twins.
  • Monitored industry trends and emerging technologies related to Digital Twins, smart cities, and data platforms.
