Senior Program Manager – Cloud Transformation (Hybrid – Brussels)

We are looking for an experienced Senior Program Manager to lead a large-scale cloud transformation and infrastructure modernization program within a complex enterprise environment.

The role focuses on managing the transition from on-premises infrastructure to Microsoft Azure, including database modernization initiatives and the coordination of multiple strategic workstreams.

Key Responsibilities

• Lead the end-to-end delivery of a multi-year cloud transformation program
• Manage migration initiatives from on-premises environments to Microsoft Azure
• Coordinate parallel workstreams including infrastructure, databases, applications, security, and governance
• Oversee Oracle-to-PostgreSQL migration strategies and cloud modernization initiatives
• Manage program scope, planning, budget, quality, risks, and governance
• Coordinate multidisciplinary teams including internal staff, consultants, and vendors
• Build strong relationships with executive stakeholders, business owners, hyperscalers, and external partners
• Ensure alignment with enterprise architecture, security, operations, and procurement teams
• Drive change management, knowledge transfer, and operational readiness after go-live
• Support Agile governance and continuous improvement initiatives

Required Skills & Experience

• Minimum 10 years of experience in IT Program/Project Management
• At least 5 years of experience in cloud transformation or infrastructure modernization programs
• Proven experience with:
  • Microsoft Azure migrations
  • Hybrid cloud environments
  • Azure landing zones, IaaS/PaaS, and Azure governance
  • Oracle and PostgreSQL migration strategies
  • ITIL and program governance methodologies (PRINCE2, MSP, or equivalent)
  • Budget management for large-scale IT programs (€1M+)
  • Vendor and contract management
• Understanding of:
  • Cloud security and compliance (GDPR, NIS2, data sovereignty)
  • DevOps concepts, CI/CD, and Infrastructure-as-Code
• Strong strategic thinking, stakeholder management, communication, and leadership skills

Languages

• Dutch or French: Native or equivalent level
• Second national language: Functional communication skills
• English: Fluent

Work Conditions

• 2 days onsite in Brussels / up to 3 days remote per week
