Role Overview

We are seeking an experienced Senior Environmental Manager / Environmental Advisor to support large-scale infrastructure maintenance, renewal, and development projects. The successful candidate will be responsible for stakeholder management, environmental management, communication, traffic management coordination, and contract compliance within complex civil engineering projects.

This role requires a professional who can operate independently while collaborating with internal teams, contractors, government authorities, emergency services, and other external stakeholders to ensure successful project delivery.

Key Responsibilities

Environmental & Stakeholder Management

  • Lead environmental management activities throughout project lifecycles.
  • Develop and implement stakeholder engagement and communication strategies.
  • Coordinate with municipalities, provincial authorities, emergency services, transport operators, traffic committees, and other stakeholders.
  • Provide expert advice on stakeholder management and participation processes.
  • Assess and review environmental management deliverables from contractors and external parties.

Infrastructure Project Support

  • Support infrastructure projects during both planning and execution phases.
  • Provide environmental management expertise within:
    • Performance-based contracts
    • DBFM (Design, Build, Finance & Maintain) contracts
    • Maintenance and life-extension programs
  • Ensure environmental requirements are integrated into project planning and execution.

Communication & Public Relations

  • Draft and review:
    • Press releases
    • Stakeholder communications
    • Q&A documents
    • Spokesperson briefing materials
  • Act as a spokesperson when required.
  • Respond to public and media inquiries.
  • Support communication activities related to project execution and disruptions.

Traffic & Operational Coordination

  • Coordinate traffic management activities during project execution.
  • Support project conditioning and operational readiness activities.
  • Ensure alignment between project works, road users, and external stakeholders.

Risk & Contract Management

  • Identify project risks and opportunities related to environmental management.
  • Develop and implement mitigation measures.
  • Monitor contractor compliance with environmental management requirements.
  • Ensure contractual obligations regarding stakeholder and environmental management are met.

Tender & Procurement Support

  • Contribute to tender preparation and procurement activities.
  • Develop environmental management requirements and specifications.
  • Support the preparation of Requests for Proposals (VSP) and tender documentation.
  • Ensure environmental management requirements are embedded in new contracts.

Required Skills & Experience

Must-Have

  • Bachelor's Degree (HBO) or equivalent.
  • Minimum 5 years of experience in stakeholder management within civil engineering, infrastructure, or related sectors.
  • Experience preparing:
    • Stakeholder management strategies
    • Reports
    • Environmental management deliverables
    • Advisory documents
  • Experience supporting both planning and execution phases of infrastructure projects.
  • Knowledge of tender processes and preparation of Requests for Proposals (VSP).
  • Experience working with:
    • DBFM Contracts
    • Performance-Based Contracts
    • Long-term infrastructure maintenance projects
  • Strong stakeholder engagement and communication skills.
  • Excellent written and verbal communication skills in Dutch.

Certification

  • VOL-VCA Certification (Safety for Operational Supervisors) or willingness to obtain within 6 months.

Preferred Skills

  • Experience within public sector or infrastructure organizations.
  • Knowledge of road infrastructure maintenance and asset management.
  • Experience coordinating multidisciplinary stakeholders.
  • Familiarity with large-scale transportation and mobility projects.
  • Media and public communication experience.
