Position: HR Advisor

Role Overview
As an HR Advisor, you will serve as the operational point of contact for managers across various sectors and departments within the Municipality of Eindhoven. Using sharp insight and a decisive approach, you will support leadership in resolving day-to-day operational and tactical HR challenges, ensuring clear communication and efficient service delivery.
Key Responsibilities
- Advisory & Support: Act as the primary point of contact for managers on employment terms, the Municipalities Collective Labour Agreement (CLA), internal policies, and personnel processes.
- Interviews: Conduct formal employment terms (onboarding) and exit interviews with employees.
- HR Systems & Administration: Process personnel changes and navigate the HR system (Youforce).
- Collaboration: Partner with HR Business Partners and Specialist roles (e.g., absenteeism or compensation specialists) on complex cases.
- Service Optimization: Proactively contribute to customer-oriented, streamlined, and professionalized HR service delivery.
Team & Collaboration
You will be part of a dynamic 7-person HR Advisory Team. In this role, you will work closely with:
- Line Managers across various municipal departments
- HR Business Partners and fellow HR Advisors
- HR Services and Payroll Administration
- HR Specialists (e.g., Absenteeism Specialists, Employment Conditions Specialists)

Candidate Profile & Requirements
Education & Experience
- Education: Minimum completed HBO degree (Bachelor's), preferably in Human Resource Management (HRM) or Business Administration.
- Legal Knowledge: Sound, up-to-date knowledge of relevant Dutch labor laws, regulations, and municipal employment conditions.
- Systems: Experience with Youforce is a strong advantage.

- Communication & Stakeholder Management: Strong verbal and written skills. Able to switch effortlessly between organizational levels and ensure process compliance.
