Role Overview
We are seeking an experienced Traffic Specialist to support the development, implementation, and evaluation of traffic and mobility policies within a municipal environment. The successful candidate will play a key role in improving road safety, accessibility, traffic flow, sustainability, and quality of life through effective traffic engineering and mobility solutions.
This position requires a combination of strategic thinking, technical expertise, project management skills, and stakeholder engagement experience. The Traffic Specialist will act as a trusted advisor to internal teams, management, and external partners while contributing to multidisciplinary infrastructure and mobility projects.
Key Responsibilities
Traffic & Mobility Policy Development
- Advise management, colleagues, and external stakeholders on traffic and mobility-related matters.

Develop, evaluate, and implement traffic and mobility policies focused on:
- Road safety
- Traffic flow optimization
- Accessibility
- Sustainability
- Livability

Contribute to policy development in areas such as:
- Traffic management
- Parking policy
- Public transportation
- Sustainable mobility
- Public space design
- Monitor developments and trends within the mobility and traffic engineering sector and translate them into practical municipal solutions.
Traffic Engineering & Infrastructure
- Design, assess, and evaluate traffic engineering measures and infrastructure projects.

Review and develop:
- Traffic circulation plans
- Road layouts
- Intersections
- Roundabouts
- Traffic signal control systems
- Parking solutions
- Conduct traffic analyses and mobility assessments.
- Prepare and review traffic decrees and traffic management plans.
- Ensure compliance with relevant legislation, standards, and guidelines.
Road Safety & Sustainable Mobility
- Develop and implement initiatives aimed at improving road safety.

Focus on protecting vulnerable road users, including:
- Cyclists
- Pedestrians
- School traffic
- Elderly road users

Support and promote sustainable mobility initiatives such as:
- Cycling infrastructure and policies
- Parking management strategies
- Sustainable transport solutions
- Mobility transition projects
Project Management & Coordination
- Manage and coordinate traffic and infrastructure projects from concept through implementation.
- Collaborate with multidisciplinary project teams.

- Monitor project scope, planning, quality, and budgets.
- Identify risks and propose effective mitigation measures.
Stakeholder Engagement
- Participate in meetings, committees, working groups, and public consultations.
- Present and explain traffic and mobility plans to various stakeholders.
- Build and maintain relationships with internal and external partners.
- Address concerns and provide professional advice on mobility-related issues.
Knowledge Sharing & Mentorship
- Act as a subject matter expert and sounding board for colleagues.
- Contribute to continuous improvement within the team.
- Support knowledge sharing initiatives.
- Mentor and guide junior traffic engineers and mobility professionals.
Required Skills & Experience
Technical Skills
- Minimum 5–7 years of relevant experience in traffic engineering, mobility, or transportation planning.
- Strong knowledge of traffic engineering principles and practices.
- Experience developing and implementing traffic and mobility policies.
- Experience with traffic analyses, traffic studies, and traffic modelling.
- Experience creating and assessing traffic designs and infrastructure solutions.
- Experience drafting and reviewing traffic decrees and mobility plans.
- Familiarity with municipal infrastructure and public space projects.
Regulatory Knowledge
Strong knowledge of Dutch traffic legislation and standards, including:
- CROW Guidelines
- Road Traffic Act (Wegenverkeerswet)
- Traffic Rules and Signs Regulations (RVV)
- Relevant mobility, transportation, and infrastructure regulations
Project & Stakeholder Management
- Experience coordinating infrastructure and traffic-related projects.
- Project management experience from design through implementation is highly desirable.
- Ability to balance strategic objectives with operational execution.
- Strong stakeholder management and communication skills.
