About the Opportunity

A leading public-sector infrastructure organization is seeking an experienced Communications Director to lead and coordinate communications for a major tunnel renovation program in South Holland, Netherlands.

This multi-year infrastructure initiative involves the renovation of five critical road tunnels and forms part of one of the country's largest modernization and replacement programs. As the projects move into the execution phase, strategic communication, stakeholder engagement, and accessibility-focused messaging will play a vital role in ensuring successful delivery.

The Communications Director will be responsible for aligning communication strategies across multiple projects, contractors, government partners, and stakeholders while ensuring consistent, high-quality messaging throughout the program lifecycle.

Key Responsibilities

Strategic Leadership

• Lead and coordinate communication activities across multiple infrastructure projects.
• Develop and maintain overarching communication strategies aligned with project objectives.
• Drive strategic decisions regarding project-wide and tunnel-specific communication approaches.
• Ensure communication plans remain current and effectively implemented.
• Oversee the development and delivery of internal and external communication initiatives.
• Establish quality standards, governance processes, and continuous improvement measures within the communications function.

Stakeholder & Partner Coordination

• Serve as the central communication link between project teams and key stakeholders.
• Collaborate closely with communication agencies, contractors, regional accessibility partners, and internal communication departments.
• Coordinate communication efforts across municipalities, safety regions, transport organizations, provinces, and other public stakeholders.
• Facilitate cross-project communication initiatives and promote knowledge sharing between projects.

Operational Leadership

• Advise project leadership and senior stakeholders on communication strategy and execution.
• Lead and provide direction to communication professionals across the program.
• Manage communication planning and calendar activities.
• Monitor communication effectiveness and implement improvements based on performance insights.
• Identify emerging issues, opportunities, and overlaps with related projects and initiatives.

Required Experience

• Minimum 4 years of experience as a Communications Manager, Communications Lead, or Senior Communications Advisor.
• Demonstrated ability to assess and improve the quality and effectiveness of communication tools and campaigns.
• Proven experience designing and implementing external communication strategies in collaboration with multidisciplinary communication teams.
• Experience establishing communication monitoring frameworks, reporting mechanisms, and continuous improvement processes.
• Strong understanding of stakeholder management, political sensitivity, and communication within complex public environments.

Preferred Experience

• Knowledge of public-sector communication processes and governance structures.
• Experience working on large-scale infrastructure, construction, transportation, or engineering projects.
• Familiarity with accessibility communication, public participation, stakeholder engagement, or disruption management.
• Ability to combine strategic leadership with hands-on execution when required.
