About the Role
We are seeking two experienced ICT Business Analyst Consultants (Expert level) to support the Digitalisation & Innovation unit within a public sector organization focused on nature and environmental management.
In this role, you will translate business needs into structured ICT solutions, support process optimization initiatives, and contribute to the design and delivery of digital transformation projects. You will work closely with stakeholders across business and IT domains, ensuring alignment between functional requirements and technical implementation.
The environment is highly data-driven and includes initiatives related to digital services, smart nature, AI, IoT, and data analytics.
Key Responsibilities
Business & Systems Analysis
- Translate functional requirements into technical components across modern ICT architectures.
- Analyse and document business processes and translate them into optimized ICT solutions.
- Develop detailed functional and technical analyses in collaboration with stakeholders and technical teams.
- Support solution design across Azure, AWS, databases, and data warehouse environments.
Process Optimization (BPM)
- Analyse and improve existing business processes (Business Process Management).
- Identify inefficiencies and propose optimized workflows aligned with digital transformation goals.
- Support end-to-end process redesign initiatives within complex organizational environments.
Data & Integration Analysis
- Work with both SQL and NoSQL database structures.
- Analyse and design integrations across multiple data sources.
- Contribute to data-driven solution design, including data warehouse principles and geospatial (GIS) data analysis.
Architecture & Documentation
- Prepare structured analysis models using Enterprise Architect.
- Support the definition of solution architecture inputs for ICT projects.
- Ensure clear documentation of requirements, processes, and system interactions.
Stakeholder Management & Delivery Support
- Collaborate with business stakeholders, IT teams, and external partners.
- Facilitate workshops and requirement-gathering sessions.
- Provide clear communication and alignment across technical and non-technical audiences.
- Support both Agile (SCRUM) and Waterfall (PRINCE2) project environments.
Project Support
- Contribute to planning, estimation, coordination, and cost analysis activities.
- Ensure alignment between business priorities and technical delivery.
- Monitor progress and support delivery governance when required.
Required Qualifications
Experience
- Minimum 8 years of experience in ICT business analysis applied to general business operations.
- Minimum 6 years of experience in:
- Translating functional requirements into technical components (Azure, AWS, databases, development technologies)
- Business process management (BPM)
- Enterprise Architect modeling and documentation
- Proven experience in stakeholder management in complex environments.
- Strong experience in project management disciplines (planning, budgeting, estimation, coordination).
Education
- Bachelor's or Master's degree in a technical, engineering, or business-related field (or equivalent experience).
Language Requirements
- Native-level Dutch proficiency (CEFR C2).
Preferred Qualifications
- Experience with SQL and NoSQL database systems.
- Experience working with complex geospatial (GIS) data.
- Experience working in Agile (SCRUM) and Waterfall (PRINCE2) environments.
- Knowledge of green management domains (fauna & flora).
- Experience working in environmental, public sector, or data-intensive domains.
