Senior GIS Architect / Expert (Esri Ecosystem)

About the Role

We are looking for a Senior GIS Architect / Expert to support the evolution of a large-scale geospatial platform used across public-sector water operators.

You will play a key role in designing, developing, and optimizing GIS solutions, working across the full lifecycle—from business analysis and functional design to development, deployment, and continuous improvement.

This is a high-impact, expert-level position within a complex and data-rich environment leveraging the Esri ecosystem, spatial databases, and data integration tools.

Key Responsibilities

Business & Functional Analysis

• Lead workshops with business stakeholders to gather and refine requirements
• Challenge needs to ensure consistency, feasibility, and added value
• Produce detailed functional specifications, including:
  • Business rules
  • Use cases
  • Acceptance criteria
• Model business processes (UML/BPMN) and data flows

GIS Solution Design & Development

• Design and configure solutions using:
  • ArcGIS Enterprise & ArcGIS Pro
  • Experience Builder, Field Maps, Survey123, Dashboards
• Publish and manage GIS services and layers
• Develop and maintain custom geospatial applications

Data Integration & Automation

• Design and optimize FME workflows (Desktop & Flow)
• Integrate data from multiple sources:
  • PostgreSQL / PostGIS
  • Web services (REST / OGC)
• Automate processes using Python (ArcPy)

Testing & Quality Assurance

• Define and execute test scenarios and UAT support
• Perform unit testing, debugging, and issue resolution
• Ensure solutions meet performance, quality, and security standards

Documentation & Change Management

• Produce technical and functional documentation
• Support user adoption and change management initiatives
• Contribute to user guides and operational documentation

Required Skills & Experience

• Minimum 10 years of experience in GIS (functional analysis and/or development)
• Strong expertise in the Esri ecosystem:
  • ArcGIS Pro & ArcGIS Enterprise (administration, publishing, optimization)
  • Experience Builder, Survey123, Field Maps, Dashboards
• Advanced knowledge of Utility Network concepts
• Strong experience with:
  • SQL, PostgreSQL, PostGIS
  • Python (ArcPy)
  • FME Desktop / FME Flow
• Solid skills in:
  • UML / BPMN modeling
  • Functional specifications and workshop facilitation

Nice to Have

• Experience with DevOps practices (Git, CI/CD, deployments)
• Esri certifications (Enterprise Administration, Utility Network, Desktop Professional)
• FME Certification (Certified Professional)
• Experience in water, utilities, or public sector GIS projects

Languages

• French – Native or bilingual proficiency
• English – Technical knowledge required
