Overview
Digital Flanders is looking for an experienced Product Owner – Threat Intelligence to strengthen the cyber threat intelligence capabilities of the Flemish Centre for Digital Security (VCDV).
In this role, you will coordinate and mature the organization's threat intelligence service delivery by managing cyber threat data flows, assessing emerging threats, and ensuring actionable reporting for both technical and executive stakeholders.
You will operate at the intersection of cybersecurity, governance, product ownership, and operational intelligence, helping protect Flemish government entities and local authorities against evolving cyber threats.
Key Responsibilities
- Manage and optimize cyber threat intelligence data flows from external providers
- Analyze and correlate incoming threat intelligence with internal data sources
- Assess cyber threat relevance and impact for Flemish government services
- Prioritize and communicate threats to the appropriate stakeholders
- Produce both executive-level summaries and technical threat reports
- Develop and maintain threat intelligence processes, governance, and quality controls
- Monitor the maturity and quality of threat intelligence platforms and data streams
- Define and manage product vision, roadmap, and service improvements
- Support vulnerability management initiatives and proactive security improvements
- Collaborate with security experts, IT teams, and external partners
- Contribute to knowledge transfer, documentation, and colleague training
- Ensure sustainable embedding of threat intelligence expertise within the organization
Requirements
- Minimum 5 years of experience as a Cyber Threat Intelligence Analyst
- Minimum 5 years of experience managing product vision, strategy, and roadmaps
- Certified Product Owner/Product Manager within Agile methodologies
- Strong experience with cyber threat intelligence processes and governance
- Ability to analyze large volumes of threat intelligence data and assess risks
- Experience with stakeholder communication at both technical and management levels
- Strong understanding of cloud infrastructure, platforms, and cybersecurity concepts
- Experience documenting processes, methodologies, and operational practices
- Strong analytical and decision-making skills in uncertain environments
- Dutch language proficiency at CEFR C2 level (mandatory)

- Experience with security frameworks such as:
- ISO/IEC 27000
- NIST
- OWASP
- COBIT
- CIS Controls
- Experience with vulnerability management in cloud environments
- Knowledge of infrastructure, networking, and platform technologies
- Experience with backlog prioritization and stakeholder impact analysis
- Experience with project management disciplines such as planning, estimates, and governance

- Full-time role (100%)
- Hybrid working model with regular presence in Ghent and Brussels
- Contract until July 2027, with possible extension
- Start date: 8 June 2026
