Procurement Advisor – Construction & Infrastructure Maintenance

Job Overview

We are seeking an experienced Procurement Advisor to support large-scale construction and infrastructure maintenance projects within a complex project-driven environment.

In this independent role with a high level of responsibility, you will advise on procurement strategies, manage tendering processes, and support contract and supplier management activities from initiation through execution.

Key Responsibilities

  • Advise on procurement strategies for infrastructure and maintenance projects
  • Develop procurement plans aligned with project scope, regulations, and organizational objectives
  • Execute national and European tendering procedures independently
  • Support procurement activities for both services and construction works
  • Collaborate closely with contract managers and project teams on market approach strategies
  • Guide procurement processes from initiation to contract award
  • Identify opportunities for innovation and process improvement within procurement and contracting
  • Contribute to the development of procurement standards, norms, and best practices
  • Support standardization and streamlining of procurement processes
  • Act as a sparring partner and advisor to procurement colleagues and stakeholders

Required Skills & Experience

  • Completed education in:
    • Economics
    • Law
    • Business Administration
    • Engineering
  • Experience working within large organizations (500+ FTE), preferably in politically sensitive or public-sector environments
  • Strong experience with project-based procurement of services and/or construction works
  • Knowledge and experience with contracting methodologies
  • Experience with D&C Contracts under UAV-GC 2025
  • Experience with the Requirements Specification Process in D&C contracts
  • Knowledge and experience with SAP and SAP procurement systems
  • Strong advisory, analytical, and stakeholder management skills
  • Excellent communication and persuasion skills in Dutch
