Data Governance Manager – eHealth & Healthcare Interoperability 

Role Overview

We are seeking an experienced Data Governance Manager to support strategic eHealth initiatives at regional and European levels. The role focuses on ensuring effective data governance, interoperability, quality, compliance, and secure information exchange across a complex healthcare ecosystem involving healthcare providers, insurers, public authorities, and social protection stakeholders.

The consultant will play a key role in defining governance frameworks, supporting strategic decision-making, and enabling trusted, standardized, and interoperable healthcare data exchanges.

Key Responsibilities

  • Define and implement data governance frameworks, policies, standards, and best practices.
  • Support eHealth programs by ensuring data quality, accessibility, security, and regulatory compliance.
  • Act as a bridge between business stakeholders, healthcare experts, and IT teams.
  • Develop and maintain business glossaries, data catalogs, governance documentation, and data management policies.
  • Ensure consistent interpretation and governance of healthcare data assets across organizations.
  • Promote interoperability through healthcare data standards and structured information models.
  • Contribute to strategic discussions, governance boards, and decision-making processes.
  • Perform risk assessments and recommend improvements related to data management and information exchange.
  • Support the integration of healthcare information systems within broader social protection and public-sector ecosystems.
  • Identify opportunities to leverage digital health solutions and data-driven innovation.

Required Skills & Experience

  • Extensive experience in Data Governance within healthcare or eHealth environments.
  • Strong knowledge of healthcare interoperability standards, including FHIR, HL7, and SNOMED CT.
  • Solid understanding of GDPR, data privacy, and healthcare information governance.
  • Experience working within Belgian and/or European healthcare ecosystems.
  • Proven expertise in stakeholder management, strategic consulting, and governance leadership.
  • Strong background in risk management and continuous improvement initiatives.
  • Experience managing complex, multi-stakeholder projects.
  • Ability to communicate effectively with healthcare authorities, healthcare institutions, and executive stakeholders.

Profile

  • Strategic thinker with excellent analytical and communication skills.
  • Strong facilitation and coordination capabilities across business and technical teams.
  • Ability to translate complex governance and interoperability challenges into actionable recommendations.
  • Fluent French speaker; Dutch knowledge is required, and English is considered an asset.
