Lead Housing Service Improvements and Deliver Better Outcomes for Residents
We're recruiting an experienced and delivery-focused Housing Service Improvement Lead (PO9) to support the London Borough of Lambeth, leading improvements to the quality, efficiency, and responsiveness of housing services.
This senior interim role combines service review, improvement planning, performance management, and stakeholder engagement. You'll help identify where services need to improve, translate findings into practical action, and work with teams to deliver measurable and lasting results.
You'll work closely with senior leaders, service managers, operational teams, and relevant partners, ensuring improvement activity reflects residents' needs and supports the Council's agreed housing priorities.
About the Role
As Housing Service Improvement Lead, you'll lead the development, coordination, and delivery of housing service improvement plans, bringing structure and clear accountability to change activity.
You'll use performance information, resident feedback, and service reviews to understand challenges and recommend practical solutions. The role requires someone who can establish priorities quickly, influence senior stakeholders, and support teams to put improvements into practice.
What you'll be doing:
- Leading housing service improvement activity, establishing clear objectives, priorities, delivery plans, and measures of success.
- Reviewing existing processes and ways of working, identifying service gaps, inefficiencies, and opportunities to improve the resident experience.
- Analysing performance data, complaints, and resident feedback, identifying recurring issues and using evidence to inform recommendations.
- Developing and monitoring improvement plans, agreeing responsibilities, milestones, and reporting arrangements with service leads.
- Working with senior managers and operational teams, challenging constructively, resolving delivery barriers, and maintaining progress.
- Preparing clear reports and recommendations, providing updates on performance, risks, dependencies, resource needs, and decisions required.
- Supporting teams through organisational and process change, ensuring new procedures are understood, communicated, and applied consistently.
- Embedding improvements and arranging effective handover, documenting revised processes, lessons learned, and arrangements for ongoing monitoring and ownership.
Requirements
We're looking for a strategic, analytical, and practical improvement professional with experience delivering change within housing services or a comparable public-sector environment.
You'll be confident working at a senior level, handling complex information, and turning recommendations into actions that improve service delivery. Strong relationship-building skills and the ability to balance immediate priorities with longer-term improvement will be important.
You'll ideally have:
- Experience leading service improvement, transformation, or change programmes, with evidence of measurable improvements to performance or customer outcomes.
- Experience working within local authority housing, social housing, or a closely related service.
- Strong knowledge of service review and improvement methods, including process mapping, identifying the causes of recurring problems, and action planning.
- Experience using performance information and customer feedback to identify priorities and evaluate whether changes are working.
- Strong leadership and stakeholder management skills, including the ability to influence senior colleagues and coordinate work across teams.
- Experience managing complex delivery plans, monitoring risks, dependencies, resources, and progress against agreed milestones.
- Excellent written and verbal communication skills, with the ability to produce clear reports, present recommendations, and explain changes effectively.
- A resident-focused approach, with an understanding of the importance of accessible, responsive, and accountable housing services.
Applicants should have the right to work in the UK, be available for the stated assignment period, and be able to attend the required work location. Relevant references and any required pre-employment checks will need to be completed.
Why Apply
This is an opportunity to take on a senior interim assignment focused on improving housing services and the experience of residents who use them.
The role offers varied work across service review, performance analysis, improvement planning, and change delivery. You'll have the opportunity to apply your expertise to practical challenges, work with a range of stakeholders, and help establish improvements that continue beyond the assignment.
