Deliver Specialist Home Adaptations and Improvement Works Across Westminster

We're recruiting an experienced HIA Surveyor to join City of Westminster Council, supporting the delivery of specialist disability adaptations, home improvements, repairs, and property-related works for residents across Westminster.

This is a specialist surveying role suited to someone with strong experience in residential building surveying, disability adaptations, repairs, maintenance, and defect diagnosis. You'll help ensure works are delivered safely, efficiently, within budget, and in accordance with relevant legislation and quality standards.

You'll work closely with the Home Improvement Agency, Occupational Therapists, contractors, technical staff, residents, internal Council teams, and partner agencies to deliver adaptations and improvements that help vulnerable residents remain safe and independent in their homes.

About the Role

As an HIA Surveyor, you'll oversee surveying activity associated with disability adaptations, home improvements, repairs, and maintenance projects.

You'll manage projects from initial inspection through to completion, ensuring specifications are appropriate, contractors meet required standards, and residents receive a professional and responsive service.

What you'll be doing:

  • Managing the surveying functions required to deliver disability adaptations and home improvement projects on time and within budget
  • Carrying out pre, mid, and post-work inspections to monitor progress, quality, and compliance
  • Delivering specialist disability adaptations, including level-access showers, stairlifts, wheelchair lifts, ramps, ceiling track hoists, and other accessibility works
  • Preparing specifications of works for adaptations, repairs, and residential improvement projects
  • Diagnosing building defects and recommending appropriate remedial works
  • Managing repairs and maintenance issues, including defects affecting existing adaptations
  • Supporting the identification and resolution of damp, condensation, and disrepair issues
  • Assessing properties in line with the Housing Health and Safety Rating System (HHSRS)
  • Ensuring works comply with relevant legislation, Building Regulations, health and safety requirements, and Council standards
  • Working closely with Occupational Therapists to ensure proposed adaptations meet residents' assessed needs
  • Managing contractors and monitoring workmanship, performance, and project delivery
  • Responding to defects, repairs, complaints, and service issues promptly and professionally
  • Supporting leak detection and associated property repairs where required
  • Managing project budgets and resources effectively
  • Prioritising referrals and works according to urgency, risk, and resident need
  • Maintaining accurate project, inspection, and property records
  • Working collaboratively with internal teams and partner agencies to improve service quality and customer satisfaction
  • Supporting vulnerable residents throughout the adaptation and improvement process
  • Providing technical advice and guidance to colleagues, contractors, residents, and other stakeholders
  • Contributing to continuous service improvement within the Home Improvement Agency
