Purpose of the Position
- The Offshore Estimator is responsible for preparing accurate, competitive, and compliant project estimates and tenders using approved estimating systems, pricing methodologies, commercial strategies, and governance framework
- The role supports the successful delivery of tenders by working closely with the Australian estimating team, using Groundplan and Simpro as the primary estimating platforms, and applying consistent quality assurance and document control processes. The Offshore Estimator ensures quantities, pricing, assumptions, risks, opportunities, and exclusions are clearly identified, checked, and
documented.
Responsibilities:
- Systems, Process and Continuous Improvement
- Use approved estimating systems, templates, databases, and pricing methodologies across all regions, with Groundplan and Simpro as the primary estimating platforms.
- Use Groundplan for digital take-offs and measurement, including quantity capture, drawing revisions, and traceable take-off records.
- Use Simpro to build, price, structure, review, and finalise tenders using approved cost centres, sections, prebuilds, labour rates, supplier pricing, mark-ups, and tender breakdowns.
- Use Bluebeam Revu for drawing and specification review, mark-ups, overlays, and independent measurement checks where required.
- Use Microsoft Excel for checks, bid comparisons, pricing schedules, tender summaries, and supporting calculations where required.
- Develop a strong understanding of company prebuilds and ensure they are correctly utilised within Simpro.
- Assist the project delivery team with tender breakdowns, scope reviews, and pricing of major variations.
- Estimation and Tender Governance
- Support the ongoing implementation, adoption, and effective use of cloud?based estimating systems, including Groundplan and Simpro.
- Contribute to structured and auditable estimating workflows, including offshore collaboration and quality assurance processes.
- Participate in continuous improvement initiatives by providing feedback on estimating outcomes, systems, and processes.
- Review tender outcomes and project feedback to support improved estimating accuracy and efficiency
- Tender and Pre-Contract Execution
- Prepare estimates in accordance with delegated authorities, governance frameworks, and financial controls.
- Ensure all pricing, assumptions, risks, opportunities, and exclusions are clearly identified, documented, and communicated.
- Maintain a high level of accuracy, consistency, and compliance in all estimating activities.
- Escalate commercial, financial, or scope-related risks to the Estimating Manager as required.
- Prepare detailed, accurate, and competitive estimates and tenders across allocated projects.
- Interpret drawings, specifications, and scope documentation consistently and accurately.
- Assist with value engineering, alternative solutions, and cost optimisation initiatives during tender phases.
- Support tender clarification processes and contribute to effective handover of accepted tenders to delivery teams.
- Maintain accountability for assigned estimating tasks and deliverables
- Stakeholder Management
- Work collaboratively with Business Development, Construction, Commercial, Finance, Procurement, and Project teams.
- Liaise professionally with clients, consultants, builders, subcontractors, and suppliers as required.
- Support the Estimating Manager in presentations of pricing, scope, and commercial considerations where needed.
- Maintain a customer-focused approach aligned with business values and service expectations.
- Attend estimating meetings hosted through Microsoft Teams and be prepared to discuss key topics, project status, risks, and required actions.
Skills & Experience
- Demonstrated hands-on experience using Groundplan and Simpro in a construction estimating environment.
- Demonstrated experience in construction estimating, preferably within plumbing or building services.
- Strong understanding of SA, WA, and NT markets, including labour, subcontractor, and supplier conditions.
- Sound commercial acumen with the ability to balance pricing, risk, and competitiveness.
- Experience using the main types of estimating software: digital take?off and measurement tools, estimating and job-management platforms, PDF review and markup tools, and spreadsheet-based pricing tools.
- Proficiency in Groundplan for take-offs and measurement, supported by Bluebeam Revu for drawing review, mark-ups, overlays, and
measurement checks. - Proficiency in Simpro for preparing, pricing, structuring, and finalising tenders using consistent breakdowns that support review, approval,
and project handover. - High level of proficiency in Microsoft 365, particularly Excel, with the ability to prepare pricing schedules, comparisons, checks, and tender
summaries. - Strong numeracy skills and attention to detail.
- Well-developed written and verbal communication skills.
- Ability to work under pressure and meet tight deadlines.
- Proven ability to work collaboratively with internal and external stakeholders

- Flexible working hours may be required to meet operational and business needs.
- Follow Shore 360 procedures and collaborate with the Hindmarsh Plumbing estimating team and the office team in Pampanga.
