About the job Office Manager
Responsibilities:
Office Operations & Administration
- Oversee daily functioning of the Khobar office, including office facilities, documentation, staff coordination, and logistical operations.
- Coordinate internal reporting mechanisms, project documentation, and communication with MSCEB headquarters in Bahrain.
- Monitor and manage local office budgets, petty cash, office procurement, and vendor coordination.
- Supervise staff attendance, performance compliance, and local HR support functions.
Regulatory Compliance
- Ensure branch-level compliance with Saudi Arabian regulations, including labor law, tax law, engineering licensing, commercial registration, and Saudization requirements.
- Coordinate with legal advisors, PROs, and local authorities to manage business licenses, visas, and employee registration.
- Maintain all regulatory filings, municipality correspondence, and formal documentation as per Saudi standards.
Sub-Consultant Partnership Management
- Identify, screen, and recommend Saudi-based architectural, engineering, and supervision sub-consultants for partnership.
- Lead the preparation, review, and execution of Memorandums of Understanding (MOUs) with selected sub-consultants.
- Maintain a registry of all active MOUs, their deliverables, expiration dates, and compliance status.
- Monitor technical collaboration and ensure local consultants meet project quality standards and deadlines.
Business Development Support
- Support identification and evaluation of new business leads and project opportunities within KSA.
- Represent MSCEB during meetings with clients, municipalities, developers, contractors, and JV partners.
- Provide strategic inputs on public-sector tender opportunities, pre-qualifications, and registration on portals such as Etimad.
- Collect and report market intelligence, project opportunities, and competitor analysis for internal planning.
Technical & Project Coordination
- Facilitate coordination between Khobar-based technical staff and Bahrain headquarters teams.
- Ensure alignment of project execution with contractual scope, technical standards, and client requirements.
- Participate in project progress meetings, documentation control, and technical submissions as needed.
- Support QA/QC and site-related coordination with Saudi partners.
Skills Required
- Excellent organizational and leadership skills.
- Strong knowledge of government portals (Etimad, Balady, etc.).
- High-level negotiation and stakeholder engagement skills.
- Familiarity with tendering, MOUs, and JV contractual arrangements.
- Proficient in MS Office Suite, project tracking tools, and report writing.
- Ability to work independently and manage cross-functional teams.
Required Qualifications
- Bachelors Degree in Civil Engineering or Architecture (mandatory).
- 10+ years of relevant industry experience, including a minimum of 5 years in a senior operational, leadership, or client-facing role within the KSA AEC market.
Required Experience
- Proven track record in managing engineering consultancy offices or projects in Saudi Arabia.
- Familiarity with Saudi government tendering portals (e.g., Etimad), MOMRA/Amana regulations, and GOSI/Saudi tax compliance.
- Experience in signing and managing MOUs with Saudi partners or sub-consultants.
- Bilingual proficiency in Arabic and English is strongly preferred.
