Role Introduction
The Manager - Security (Control Room) is responsible for the effective daily operation of the Security Control Room (SCR) and the Event Control Room (ECR) during events within the Precinct. This role ensures the SCR/ECR functions as the central command hub for monitoring, coordinating, and responding to all security and event related activities. The incumbent plays a critical role in safeguarding the public, guests, visitors, employees, contractors, and assets throughout Kai Tak Sports Park.
Key Responsibilities
- Assist the Senior Manager - Security in providing round the clock oversight of all security related matters and act as the first tier of response for issues arising within the Precinct particularly outside office hours.
- Supervise Shift Commanders to ensure effective daily operations and confirm that SCR/ECR manpower deployment is appropriate, adequate, and fit for purpose.
- Ensure all security systems—including CCTV, access control, intrusion detection, fire alarms, and other monitoring technologies—are fully functional and continuously monitored.
- Design, deliver, and oversee training programs for control room operators, focusing on tactical use of SCR/ECR multi-screen displays, monitoring of high-risk areas, and early detection of security threats or emergencies.
- Ensure all control room operators follow established Standard Operating Procedures/Action Cards during incidents or breaches; coordinate initial assessment, information gathering, and communication with security teams, law enforcement, and emergency services in accordance with SOPs.
- With the assistance of the Shift Commander, assess the severity of incidents and promptly escalate to the Senior Manager - Security for direction.
- Monitor radio communication in real time to ensure accurate transmission of updates, instructions, and situational information between SCR/ECR and on ground security teams.
- Liaise with external agencies, including Police, Fire Services, Customs & Excise, and other emergency responders—to coordinate joint responses and supply accurate operational information.
- Ensure optimal use of the Incident Management System to support operations; maintain proper records of security incidents, responses, and daily activities with accuracy and completeness.
- Oversee the timely preparation of the Shift Report by Shift Commanders and compile these into the Daily Security Report for submission to designated senior management by 0800 hours each day.
- Verify that all SCR/ECR systems and equipment are properly checked at the start of each shift; promptly report faults, malfunctions, or technical issues for action by the responsible units/contractors.
- Perform any other duties as assigned by supervisors or senior management.
Requirements
- Degree holder or above or any equivalent academic qualification preferred
- Holder of valid Security Personnel Permit and QAS certificate
- Minimum of ten (10) years of working experience in security or law enforcement. Prior experience in security operations or control room monitoring is required.
- Valid Hong Kong driving license code No. 1 & 2, Certified First-Aider, AED Certificate holder is preferred
- Experience in using security systems, CCTV monitoring, or emergency response procedures is a must.
- Sound knowledge on Fire Fighting System, Security System is preferred.
- Solid concept on frontline security course of action, venue security, crowd/traffic management/control and problem-solving skills is required.
- Prior experience and network with local officials and agents of law enforcement is preferred.
- Ability to prioritize tasks and work in a diverse workforce.
- Good working knowledge and understanding on modern security technology
- Has knowledge of Security and Guarding Services Ordinance
- Extensive knowledge of national and local laws and regulations, court decisions and ordinances that affect security operations
- Superior customer service and problem-solving skills
- Autonomy to translate strategic direction into actionable plans
- Able to work independently under pressure with minimal supervision
- Strong Security Risk Management and analytical skills
- Proficient in both spoken and written English and Chinese.
- Work in shift hour or public holiday is required.
