Role Introduction:

The Assistant General Manager - Assets & Facilities shall initially play a key role in the operational facilities management of Kai Tak Sports Park (KTSP) as they relate to the management of assets and maintenance planning. The Assistant General Manager - Assets & Facilities will support, or lead as appropriate, the safe and effective maintenance and facilities management across the KTSP precinct to ensure all buildings and infrastructure meet the needs of clients, customers and users of the precinct, and are compliant with applicable rules and regulations.

Key Responsibilities:

  • With General Manager - Property & Facilities, prepare and implement all Operations Plans and Manuals.
  • Support the co-ordination role on behalf of Legends Global in the operational maintenance and Facilities Management processes.
  • Ensure KTSP receive final As Built plans and diagrams from the contractors and sub-contractors.
  • Support the process for migrating the construction BIM model into the facilities management software for the precinct.
  • Support the General Manager - Property & Facilities in ensuring Fire Engineering Safety Procedures are compliant with Hong Kong Standards and there are appropriate 24 / 7 operational Fire Incident Action Plans in place to provide an appropriate response to support Emergency Service both on Event and Non Event Days.
  • Supervise and maintain major utility contracts for the supply and efficient use of, gas and electricity, water and district cooling system.
  • In consultation with the Senior Management Team and General Manager -  Property & Facilities develop and periodically review a Disaster Recovery Plan for all essential engineering and maintenance services across the KTSP precinct.
  • Support the preparation of comprehensive plans to ensure the operation will adhere to and surpass health and safety standards and deliver the quality of building services required (HACCP, ISO 14001, BEAM, BREEAM and LEED).
  • Maintain any sustainability certification for the precinct.
  • Create and maintain the Sustainability Plan and Waste Management Plan.
  • Ensure all building, plant and equipment are tested and maintained at the correct intervals recommended by the manufacturers, as required by building warranties and in line with industry standards.
  • Ensure engineering and maintenance service providers and contractors comply with statutory regulations including licenses, insurance and certifications.
  • Ensure engineering and maintenance service providers and contractors undertake induction procedures before commencing work on site including completion of Permit to Work Systems.
  • In conjunction with the General Manager - Property & Facilities, develop, implement and periodically review policies and procedures relative to facilities management and maintenance.
  • In collaboration with the Health & Safety team, ensure health and safety policies and procedures are implemented and periodically reviewed.
  • Ensure all service providers, suppliers and contractors comply with health and safety requirements, adhere to regulatory and/or license requirements, and comply with venue polices/house rules.
  • Establish and monitor safe systems of work that are appropriate for the precinct and the events and activities that take place at the precinct.
  • Implement and periodically review Departmental Emergency and Contingency Plans and procedures.
  • Train departmental staff in the execution of Emergency and Contingency Plans and procedures.
  • Play a lead role in the day-to-day and event requirements for venues as they relate to facilities management, including external contractors where applicable.
  • Ensure the safety standards and appearance of buildings and infrastructure across the precinct are maintained to meet legislative requirements and agreed KPIs.
  • Manage all assets, FF&E, plant and equipment throughout KTSP including all new installations, upgrades and asset replacement.
  • Manage the operation, maintenance and servicing of all mechanical, hydraulic and electrical services and systems.
  • Provide progress reports and/or updates about the buildings, infrastructure, FF&E and other assets to the General Manager - Property & Facilities.
  • Prepare and maintain weekly, quarterly, annual and long-term schedules of maintenance.
  • Coordinate maintenance and servicing works according to the schedule of events across the precinct and venues to minimize down time.
  • Maintain records and input information to all systems relating to facilities management and maintenance.
  • Co-ordinate the ongoing maintenance and lifecycle management of the Asset Register.
  • Where requested, project manage capital works project across the KTSP precinct including all venues.
  • In conjunction with ICT, provide service requirements for connectivity and LAN requirements to include but not limited to CCTV, IPTV, BMS and other systems as required.
  • Proactively support the departments Quality Assurance commitments.
  • Lead the selection of contractors, suppliers and service providers in respect of facilities management and maintenance.
  • Attend events as required.
  • Perform any other duties as required by the General Manager - Property & Facilities.
  • Work extended and/or irregular hours including nights, weekends, and holidays, as needed.

Requirements:

  • Degree in Building Services, Building Surveying, Building Engineering, Facilities Management or a related field.
  • Holding relevant professional qualifications (e.g. HKIA / HKIS / HKIE).
  • At least 12 years relevant experiences with at a minimum of 5 years in managerial position, with proven track record in operational facilities management.
  • Experience in large sports, entertainment or multi-purpose venues, or campus type environment.
  • Managing multiple, multifaceted events.
  • Energy and environmental management experience.
  • Customer service and quality standards.
  • Developing and leading a team.
  • Strong work ethic, positive attitude and commitment to professional presentation, ethical practices and flexibility in the workplace
  • Ability to work independently using own initiative and creativity.
  • Strong organisational skills.
  • Ability to multi-task and manage multiple projects at the same time.
  • Good command of the English language, both written and oral.
  • Proficiency in Chinese language is highly desirable.
  • Self-motivated and able to work under pressure.
  • Good command of spoken and written English and Chinese; ability to speak Putonghua is a definite advantage.
