Job Summary

The Senior Estimator is responsible for developing, coordinating, reviewing, and communicating all levels of project and program cost estimates, including Preliminary, Rough Order of Magnitude (ROM), Budgetary, and Definitive estimates. This role partners closely with project management, engineering, planning, procurement, and contractors to support scope development, cost accuracy, and continuous improvement of estimating and scope management processes in accordance with CE-01 (Cost Estimating Manual).

Key Responsibilities

  • Develop and/or oversee the development of project estimates across all estimating levels based on defined scope of work
  • Support planning and engineering groups in the development of accurate engineering, procurement, and construction estimates
  • Participate as an active member of project teams, attending project meetings and reviews
  • Review plant and design drawings, plant design change (PDC) packages, and perform plant walkdowns with project managers and system engineers
  • Estimate craft labor hours; develop labor and professional service estimates using vendor and contractor bids
  • Monitor labor market trends and coordinate with procurement to track equipment and material pricing trends, including tax liability where applicable
  • Support development, maintenance, and continuous improvement of the Long-Range Plan (LRP) for capital and expense projects
  • Provide oversight and direction for project coordination activities supporting annual project lists
  • Leverage benchmarking data and existing solutions to ensure estimating activities are efficient, accurate, and complete
  • Identify key financial risks and ensure appropriate internal controls are established and maintained
  • Establish and monitor key financial indicators to support financial predictability and accuracy
  • Present and explain estimate basis, assumptions, and accuracy levels to management and project stakeholders
  • Maintain estimating databases and historical estimating records
  • Attend department, safety, all-hands, and other required meetings
  • Support the biennial refueling outage as required

Required Education and Experience

Candidates must meet one of the following requirements

  • Bachelors degree from an accredited college or university and 10 years of industrial experience scoping and developing engineering, procurement, and construction estimates (Preliminary, ROM, Budgetary, and Definitive)
  • High School diploma or GED and 12 years of industrial experience scoping and developing engineering, procurement, and construction estimates, with a minimum of 7 years of specific cost estimating experience and/or professional estimating certifications from AACE and/or ASPE

Desired Qualifications

  • Project estimating experience in a commercial nuclear power plant
  • Knowledge of commercial nuclear plant systems, components, system interrelationships, and regulatory requirements (FSAR, ASME, ANSI, etc.)
  • 12+ years of specific cost estimating experience
  • Undergraduate degree in Engineering or Construction Management
  • Project Management Professional (PMP) Certification or other project estimating certifications
  • MS or MBA in Business Administration, Engineering, Engineering Management, or Construction Management

Required Qualifications and Skills

  • Knowledge of industrial plant design, engineering, maintenance, and construction processes
  • Working knowledge of Microsoft Excel, Project, Word, and PowerPoint
  • Knowledge of professional project management principles
  • Strong understanding of project estimating, reporting, and cost analysis
  • Excellent administrative, time management, and organizational skills
  • Strong written and verbal communication skills; comfortable presenting to groups
  • Strong teamwork and interpersonal skills
  • Ability to develop and manage project scope
  • Strong analytical, mathematical, and data-checking skills
  • Ability to interface effectively with senior management
  • Ability to establish priorities and understand interrelationships among project activities
