Project Description:

A modernization journey has been initiated within the client organization, reflected in the eDossier program. This is a highly ambitious program comprising several initiatives, with a very tight schedule. To continue shaping and developing the program, we are looking for strong profiles who are willing to engage temporarily (fixed-term contracts that can be terminated immediately and renewed after positive evaluation) until its delivery, which is expected to last at least until the end of 2027.

Role Overview:

One of the profiles we are seeking is that of a Data Manager and Engineer, hands-on and at an expert level (10+ years of experience required). We expect this person to independently and impeccably manage data management and engineering activities within the initiative and the organization.

Team Collaboration:

You will form a team with other experienced, highly skilled, and motivated individuals. In doing so, you will always be able to draw upon the knowledge and expertise of our enterprise architect and our Data Cell.

Requirements:

- Continuous training to keep up to date with the latest trends and sustainable innovations, particularly focusing on managing structured and unstructured data within complex organizations and data engineering in cloud environments.

- Practical experience (10+ years) in data management within complex organizations (departments or enterprises, each with its own core data and metadata, unique operational modes, etc.), including:

- Practical experience (5+ years) in managing reference data and metadata within complex organizations.

- Practical experience (5+ years) in data quality and governance within complex organizations.

- Practical experience (5+ years) in data integration and security within complex organizations.

- Practical experience (5+ years) in predictive and prescriptive data analysis.

- Practical experience (10+ years) in engineering structured and unstructured data on-premises/site and cloud within complex organizations.

- Practical experience (5+ years) with data pipelines (workflow automation, batch and real-time).

- Practical experience (5+ years) in the field of data storage and architecture.

- Practical experience (3+ years) with data migration from on-premises to cloud environments.

- Practical experience (3+ years) in setting up and using Azure Cloud data platforms.

- Practical experience (5+ years) in data collection and processing.

- Practical experience with SAP BO and Power BI as data visualization tools.

- Practical experience (5+ years) in data transformation and integration.

- Practical experience (5+ years) within agile teams.

- Ability to propose alternative solutions and formulate recommendations on choices to be made, considering the entire context, for both technical and non-technical audiences.

- Good listening skills, flexible attitude, ability to communicate and collaborate, and results-oriented focus.

Nice to Have:

- Practical experience in the design/definition and development of APIs is an advantage.

- Practical experience in the development and integration of microservices is an advantage.

- Practical experience in software design (cloud, APIs, microservices, events) is an advantage.

- Practical experience in architecture and event-based systems is an advantage.

- Knowledge of Event Driven and/or Behavior Driven Development is an advantage.

- Knowledge of Domain Driven Design is an advantage.

- Familiarity with existing modules and services in the context of the federal government is an asset.

Language Proficiency:

Due to the nature of the tasks and clientele (bilingual working environment), as well as our internal working mode, a good knowledge of English and a good knowledge of Dutch or French is necessary.

Key Tasks:

- In your role as Data Manager, you will develop the management of reference data and metadata in a glossary and data dictionary, both for the eDossier initiative and for the organization, taking into account the complexity of the environment.

- In your role as Data Manager, you will provide quality and secure data analysis to transition from descriptive to predictive and prescriptive analysis. For this, you will take charge of all activities, from data collection to visualization to modeling, considering the needs and requirements of the organization and its stakeholders.

- In your role as Data Engineer, you will ensure that our current data (on-premises) and future data (in the cloud) are brought to the Azure Cloud data platform, either through available cloud services or through commercial solutions, considering established security policies and architecture.

- In your role as Data Engineer, you will participate in implementing appropriate solutions to provide internal and external stakeholders with understandable, readable, and usable reports and statistical data. Therefore, you must have relevant experience in managing data visualization tools, particularly Power BI, to help create dashboards or visual aids that meet stakeholders' needs.

- In your role as a data engineer, you are fully capable of creating and proposing a data architectural design, as well as translating it into action points to ensure implementation.

- In your role in data management and engineering, you will assist our organization in increasing its "data maturity" and work with our stakeholders to make the CGRA a data-driven organization.

- You will be part of a team composed of technical and non-technical profiles (internally within the organization). You must be able to listen to and communicate with all stakeholders of the project (both technical and non-technical).
