Mission Overview:

Join Keystone Solutions as a PMO Manager consultant to lead the implementation and management of governance and Portfolio and Project Management (PPM) processes for our client, a major public-sector organization undergoing a large-scale organizational transformation. As a Keystone Solutions consultant, you will structure, implement, and continuously improve PPM governance and the central PMO, working closely with the client's leadership, decentralized PMOs, and cross-functional teams to ensure a unified, transparent, and effective operating model.


Consultancy Nature of Work:

This is a consultancy mission delivered by Keystone Solutions. You will operate on-site at the client (with potential hybrid arrangements as per client policy), collaborating with stakeholders across business, HR, IT, and Data. As a Keystone Solutions consultant, you will bring best-in-class practices, facilitate alignment and decision-making, and ensure consistent delivery excellence while embedding standards, methods, and tools within the client's environment.


Context:

In the context of a large organizational transformation, a major public actor seeks to strengthen governance of portfolio, program, project, and product management (PPM). Key challenges include structuring strategic and operational steering, aligning business and IT initiatives, prioritization, resource utilization optimization, and adopting modern tools and methods.

This strengthening relies on the creation of a central PMO responsible for defining standards, PPM governance, and consolidated monitoring of projects and products, as well as decentralized PMOs within various departments/services. Coherent and effective coordination between these structures is essential to ensure a global vision, shared prioritization, and harmonized operations.

We are looking for a PMO Manager capable of acting on both strategic (governance, methodological framework, PPM) and operational (steering, support, collaboration with decentralized PMOs) dimensions. This is not a Program Manager position, but a strategic function dedicated to structuring, implementing, and continuously improving PPM governance and processes, and the central PMO.


Key Responsibilities:

  • 1° Implementation of PPM governance and central PMO
  • Set up, structure, and optimize PPM governance based on Prince2 and adapted to the institutional context, leveraging experience gained in several public administrations.
  • Develop and maintain PPM methodologies (Prince2 and Agile, among others for IT and Data) and adapt these frameworks to the organizational specificities of the client.
  • Ensure structured and transparent reporting on progress, risks, and decisions related to this implementation.

  • 2° Implementation and improvement of PPM processes and central PMO
  • Deploy and evolve a PPM methodology that must be based on Prince2, integrating Product Management and Agility practices.
  • Support and/or lead the implementation and improvement of a complex PPM tool by ensuring migration, configuration, adoption, training, and methodological consistency.
  • Establish a unified framework for capacity and resource management to be used jointly with business, HR, IT, and Data teams, to ensure alignment of priorities and roadmap definition, while integrating this management into the PPM tool.
  • Define, maintain, and disseminate templates, standards, and processes.
  • Support Project Managers, Product Owners, central PMO, decentralized PMOs, and other stakeholders.
  • Structure and animate the PPM community of practice.
  • Ensure structured and transparent reporting on progress, risks, and decisions related to this implementation and these improvements.

  • 3° Management and steering of the central PMO and PPM processes
  • Manage and animate a high-performance central PMO: reporting, portfolio monitoring of projects, programs and products, prioritization, selection, capacity management, roadmap, delivery, stakeholder coordination, process improvement.
  • Support business teams and decentralized PMOs in defining, prioritizing, and structuring the project portfolio, including workshops, coaching, and facilitation.
  • Monitor resources, budgets, risks, dependencies, and performance indicators.
  • Produce reports and dashboards for users, stakeholders, and decision-makers.
  • Prepare and facilitate the meetings of the various governance bodies.

  • 4° Problem solving and continuous improvement
  • Identify proactively the blocking points and critical dependencies.
  • Propose pragmatic solutions and support their implementation.
  • Contribute to a culture of continuous improvement.

  • 5° Change management and communication
  • Ensure smooth organizational change: participate in establishing and executing a change plan including communication, impact management, user and stakeholder management and support, and skills transfer.
  • Organize and facilitate coaching, training, workshops, and information sessions.
  • Collaborate transversally with all internal and external actors, relying on proven non-hierarchical leadership skills.

  • 6° Problem solving and continuous improvement
  • Identify proactively the blocking points and critical dependencies.
  • Propose pragmatic solutions and support their implementation.
  • Contribute to a culture of continuous improvement.

  • 7° Knowledge transfer
  • Ensure structured transfer of knowledge to internal teams.
  • Document good practices and guarantee the sustainability of PPM governance.


Profile & Technical Specifications:

  • 1° Education & certifications
  • Master's degree in management.
  • Prince2 Foundation and Practitioner mandatory.
  • 3OP certification, Change (e.g., ProSci) or Facilitation is an asset.

  • 2° Experience
  • Proven experience in the implementation and management of a central PMO (with decentralized PMOs) as a PMO Manager (at least in two different public institutions/organizations).
  • Proven experience in public or semi-public environments, with understanding of institutional issues and administrative complexity.
  • Experience within complex organizations (>1,500 employees).

  • Analytical mindset and problem-solving orientation.
  • Ability to work transversally and as part of a team.

  • 4° Technical skills
  • Very good command of the Office suite.
  • Power BI.
  • Experience with PPM tools and their implementation. (In some client materials, also referred to as an MPC instrument.)
  • Prince2 governance.
  • Knowledge of Agile frameworks (Scrum Master).
  • Product management notions (roadmaps, backlog, product lifecycle).
  • Data-driven reporting (KPI, Power BI).
  • Understanding of IT and Data processes.
  • Budget monitoring notions.
  • Excellent communication skills in French and Dutch.

As a Keystone Solutions consultant, you will deliver these responsibilities within the client's environment, ensuring alignment with their governance and operating rhythms while upholding Keystone Solutions' standards of excellence in portfolio, program, project, and product management. You will collaborate closely with centralized and decentralized PMOs, foster shared prioritization, drive adoption of methods and tools, and enable data-driven decision-making through transparent reporting and governance.


Work Environment:

You will work primarily on-site with the client (with hybrid possibilities as per client policy) to animate governance bodies, facilitate workshops, coach stakeholders, drive tool implementation, and ensure the consolidation and visibility of portfolios, capacities, risks, dependencies, roadmaps, and performance indicators.
