Mission Overview:


Keystone Solutions is seeking a Linked Open Data Specialist for a consultancy mission at a client site. The consultant will work closely with domain experts and data specialists to prepare the transformation of BelgoNyms data into Linked Open Data (LOD).


Key Responsibilities:


  • Conduct a strategic and technical study to prepare the transformation of BelgoNyms data into Linked Open Data.
  • Conceptual Modeling:
    • Analyze BelgoNyms data and its structure.
    • Identify business entities, attributes, and relationships.
    • Produce a documented conceptual model.
    • Create necessary diagrams and graphical representations (UML, RDF, or equivalent).
  • Semantic Modeling:
    • Identify relevant ontologies and vocabularies.
    • Evaluate existing standards.
    • Align the business model with selected vocabularies.
    • Identify necessary semantic extensions.
    • Define a target semantic model.
  • Use Cases and Business Needs:
    • Identify stakeholders.
    • Facilitate workshops.
    • Inventory and prioritize use cases.
    • Define competency questions to validate the model.
  • Reference Data and Interconnection:
    • Identify relevant external reference data.
    • Evaluate alignment possibilities with reference sources.
    • Identify interconnection opportunities with reference data sources such as Wikidata, GeoNames, or INSPIRE.
    • Formulate interoperability recommendations.
  • Governance of Identifiers:
    • Define a governance strategy for URIs/IRIs.
    • Recommend mechanisms to ensure the stability and sustainability of identifiers.
    • Define naming conventions and management rules.
  • Architecture and Technologies:
    • Evaluate RDF modeling and transformation tools.
    • Evaluate solutions for data publication and storage.
    • Propose a target architecture.
    • Recommend the most suitable tools for the client's context.
  • Roadmap:
    • Define implementation phases.
    • Identify dependencies and risks.
    • Establish indicative planning.
    • Formulate final recommendations.
