About the Role

We are seeking an experienced Senior Superintendent II – HR Optimization to lead and optimize Human Resources operations for our client's mining operations in the Democratic Republic of Congo.

Reporting directly to the Senior HR Manager, this role serves as the operational leader for HR, ensuring the effective implementation of HR strategies, policies, systems, employee relations initiatives, contractor management processes, and digital transformation projects. The successful candidate will provide leadership across multiple HR disciplines while ensuring compliance with DRC labour legislation and alignment with business objectives.

Key Responsibilities

HR Strategy & Operations

  • Lead the operational execution of the HR strategy across the business
  • Develop, implement, and continuously improve HR policies, procedures, and systems
  • Ensure compliance with DRC labour legislation and internal governance requirements
  • Drive HR process optimization and operational excellence initiatives
  • Monitor policy effectiveness and recommend continuous improvements

HR Systems & Digital Transformation

  • Lead HR systems improvement and digital transformation projects
  • Ensure HR data integrity, reporting accuracy, and process efficiency
  • Support HR analytics and business intelligence reporting
  • Drive automation, digitization, and technology adoption across HR functions
  • Develop systems and controls to protect employee data and improve decision-making

Employee & Labour Relations

  • Lead day-to-day Employee Relations activities across the operation
  • Support union engagements, collective bargaining, and labour consultations
  • Manage disciplinary, grievance, and labour dispute processes
  • Provide expert guidance to management on labour relations matters
  • Monitor workforce relations risks and develop mitigation strategies

Recruitment, Payroll & Contractor Management

  • Oversee recruitment governance and workforce planning processes
  • Review and approve recruitment requests and employment offers
  • Support payroll governance and monthly payroll reviews
  • Manage HR service providers, contractors, and service level agreements
  • Ensure high-quality service delivery from external partners and contractors

Stakeholder Management

  • Build and maintain strong relationships with unions, labour inspectors, government authorities, community leaders, and internal stakeholders
  • Represent HR in meetings, audits, inspections, and labour engagements
  • Ensure a positive employee experience and promote the organization's employer brand
  • Support organisational change and transformation initiatives

Leadership & Team Development

  • Lead and develop a high-performing HR team
  • Drive performance management, succession planning, and talent development
  • Coach and mentor HR professionals and managers
  • Foster a culture of accountability, inclusion, and continuous improvement

Requirements

  • Bachelor's Degree in Human Resources, Psychology, Social Sciences, Labour Studies, Law, or related discipline
  • Advanced knowledge of DRC Labour Law and HR legislation
  • Minimum 10 years' experience leading HR operations, employee relations, and HR systems implementation
  • Proven experience managing labour relations, unions, and stakeholder engagement
  • Strong experience developing and implementing HR policies, systems, and governance frameworks
  • Experience leading HR digital transformation and process improvement initiatives
  • Mining industry experience highly advantageous
  • Fluency in English and French (written and spoken) essential
