The Buyer is responsible for sourcing, negotiating, and buying goods and services to meet the company’s operational requirements. The buyer utilizes Oracle EBS to create purchase orders for the procurement of goods and services and P-card reconciliation. This role assists with the organization’s purchase planning, purchase order issuance, supplier research and selection, value analysis, and negotiation. The position works under general supervision.

  • Coordinates activities related to procurement of goods and services beginning with intent to purchase through purchase order creation and delivery of goods/receipt of services.
  • Analyzes the purchasing requirements for goods, including preliminary specifications, preferred supplier, and date goods are needed to ensure that the goods are delivered on schedule, at the negotiated price, and meets the quality standards of the company.
  • Reviews purchasing agreements with vendors to ensure accurate terms, applicable discounts, and prices and/or negotiates pricing for goods procurement.
  • Investigates and/or interviews potential suppliers to determine if they meet the specified requirements.
  • Establishes and maintains relationships with vendors by continually evaluating each vendor's performance, service, product quality, and value.
  • Reviews purchasing agreements with vendors to ensure accurate terms, applicable discounts, and prices and/or negotiates pricing for goods procurement.
  • Develops relationships with functional groups to better understand how to satisfy their procurement needs; responds to internal stakeholder procurement requests accurately and on time.
  • Works with senior buyers to gain experience with more complex purchases. With support from senior buyers, drafts Requests for Quotations, solicits and evaluates proposals for goods purchases. Consults and keeps senior staff apprised of all proposals and options.
  • Manages administrative duties relating to purchases e.g. running reports, Purchase Order closures.
  • Assists with other purchasing tasks including but not limited to credit card purchases and reconciliation, phone bill reconciliation, and stationery orders.
  • Follows established policies, procedures, processes, and work instructions to ensure purchases comply with company policy.
  • Seeks job-related training and knowledge via course work, seminars, as well as related reading to ensure understanding of industry changes and best practices.
  • Education and/or Experience
    • Bachelors Degree and 2 - 5 years’ related experience (or equivalent combination of education and experience).
  • Computer Skills
    • To perform this job successfully, an individual should have knowledge of Oracle EBS, Microsoft Office Suite and Microsoft Outlook. Must have the ability to learn new software programs and have a familiarity with databases.
  • Reasoning Ability
    • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Mathematical Skills
    • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Language Skills
    • Ability to read and interpret documents including supplier quotations, purchase orders terms and conditions, and contracts. Ability to prepare routine reports and correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

    • This position must work either on-site at the Cebu or Manila office locations for purposes of providing adequate support to internal clients; being available for face-to-face interactions and coordination of work with other employees, colleagues, clients, or vendors; as well as for facilitation of quick and effective decisions through collaboration with stakeholders or remotely as allowed under the department’s policy and with management approval.
  • Working Hours
    • This is a non-exempt position requiring one to be able to work overtime from time to time in order to get the job done. Therefore, one must have the ability to work nights, weekends, or on holidays as required. This may be changed at any time to meet the needs of the business. The typical working hours for this position are Monday through Friday Pacific Time from 1:00pm to 10:00pm..
  • Travel - This position requires no travel; however, attendance may be required at local conferences and/or meetings.
