Position Summary:

The Human Capital & Learning Manager plays a strategic role in managing the human resources and learning functions to ensure the organization attracts, develops, and retains top talent, aligned with business goals. This position involves overseeing the recruitment process, employee development, performance management, and training programs to build a high-performing, skilled, and motivated workforce.

Key Responsibilities:

Human Capital Management:

  • Lead the HR function to ensure the organization has the right number and type of skilled associates to meet business needs, within the framework of policies and local employment laws.
  • Oversee staffing processes, including work/job analysis, recruitment, and selection, ensuring alignment with hotel objectives.
  • Regularly review internal and external compensation and benefits, keeping the organization competitive to attract and retain talent.
  • Collaborate with management to assess organizational resourcing needs, including skill mix, to fulfill business requirements.
  • Implement HR practices that encourage a high-performance culture, optimizing human resources for business success.
  • Advise management and associates on employment conditions, ensuring compliance with local labor laws and organizational policies.

Learning and Development:

  • Design, develop, and implement training programs aligned with the hotels goals and the development needs of associates.
  • Ensure all associates are aligned with the organizations vision, mission, and service standards, incorporating the Service Profit Chain objectives.
  • Coordinate and facilitate orientation programs for new associates and ongoing professional development for existing employees.
  • Prepare and manage the annual training budget, ensuring resources are allocated effectively for training activities.
  • Ensure every department maintains an up-to-date training manual and regularly implements scheduled training sessions.
  • Evaluate the effectiveness of training programs and make adjustments as needed to improve outcomes.
  • Create a dynamic, engaging, and inspiring learning environment that drives performance, employee engagement, and business success.

Qualifications:

  • Bachelors or Masters Degree in Human Resources, Hospitality Management, or a related field.
  • 3 to 7 years of relevant experience in HR and learning & development, with a preference for experience in the hospitality industry (Cambodia experience is a plus).
  • Strong knowledge of local employment legislation and HR best practices.
  • Proven ability to lead and implement HR and learning policies effectively.
  • Strong communication, organizational, leadership, and interpersonal skills.
  • Excellent coaching and counseling abilities, with an approachable and dynamic personality.
  • Ability to design and facilitate training programs for both small and large groups.
  • Proficient in using HR software, training management tools, and computer applications.
  • Ability to thrive in a fast-paced, multi-cultural environment with a customer- and result-oriented mindset.
