Job Purpose

  • Jobs at this level are engaged in the management, planning and coordination of materials procurement for major, minor projects as well non project material (capital & others); and will usually involve managing, leading, monitoring subordinates engaged in specific aspects of the procurement process to ensure timely actions meeting critical execution of project / companys material schedule
  • Jobs at this level are responsible for the management, leading, directing, monitoring of procurement activities in terms of resources allocation, meeting material procurement objectives on time, planning, quality, cost effectiveness in an efficient manner beside process enhancements. They will cover projects (minor & major), capital & other procurement activities at the same time
  • Jobs at this level are responsible for creating an atmosphere conducive to achieving effective Management of several disciplines within the Technical/ Projects Engineering Sections of the Engineering Department by providing guidance on all design, engineering and technical matters, monitoring projects progress and ensuring compliance with established programmes, procedures and technical accuracy of engineering deliverables

Principal Accountabilities

  • Act as the functional head of the Engineering section, overseeing commercial and technical performance
  • Develop and seek approval for annual manpower and resources budgets, ensuring activities are adequately supported and within approved levels
  • Coordinate tender inputs and approve manpower estimates developed by Engineering Managers and Technical Authorities (TAs)
  • Prepare and deliver presentations to clients, highlighting key features, addressing concerns, and resolving queries effectively
  • Provide specialized technical expertise to troubleshoot complex engineering issues during project execution, particularly in the energy sector
  • Investigate opportunities for enhancing engineering functions through new or improved methods of electronic automation, ensuring compatibility with existing systems
  • Recruit, motivate, and develop staff to maintain a high-caliber team
  • Implement succession planning and oversee staff appraisals to foster continuous improvement
  • Develop procurement strategies aligned with project and tender requirements
  • Evaluate vendors, negotiate contracts, and oversee vendor performance
  • Prepare materials estimates for project bids, ensuring accuracy and competitiveness
  • Conduct staff training programs to enhance skills and knowledge within the team
  • Resolve operational problems promptly and coordinate resource requirements effectively
  • Enhance proposal efficiency and effectiveness to secure competitive advantages
  • Establish and enforce service standards to maintain quality assurance
  • Ensure compliance with Health, Safety, and Environmental (HSE) standards throughout engineering activities
  • Manage budgetary controls and approve payments in accordance with delegated authority level
  • Exercise delegated authority responsibly in approving and releasing payments

Educational Qualifications & Certifications

Bachelors Degree in Engineering in a related discipline, or equivalent

Relevant Experience

Minimum 15 years' experience in Oil & Gas Industry, of which at least 09 years in managerial roles
